the acquisition and implementation of a wide area network, enhancing
the administrative functions of the division.

Division. Including the processes for the daily operations and
maintenance.
. Coordinated and facilitated the procurement of a School Based
Management Information System for the entire teaching and learning
environment of Tobago. This system is intended to provide online real-
time information on students from elementary to tertiary education. It
will also provide for access to parents to follow the progress of
their children at schools.
Ministry of National Security (T&T) IT Project Manager 1996-2008
. Recruited by the Ministry of National Security to plan, design,
procure and execute all stages of enterprise Network, software,
hardware and systems implementations required for information
technology activities, including infrastructures and staffing, that
will allow the Police Service crime fighting tools and initiatives to
be more in line with 21st century technology.
. Planned, developed, Implemented and operationally managed a Wide Area
Network, consisting of 2 Network Operating Centers and the major (10)
divisions of the Police Service. Each Division has a sub-division and
12 local stations reporting to it.
. Designed, implemented and managed two facilities for the training of
Police Officers. We trained over 6000 Police Officers in Computer
Literacy, and other Operational Programmes in accessing Police
Information on the network.
. Procured and Implemented the Versadex Records Management System from
Versaterm Canada which is designed primarily for Police jurisdictions.
This system contains all criminals and criminal activities.
. Procured and implemented an automated Fingerprint System (AFIS) from
which enabled Police Officers to reduce the search time for matching
fingerprint and or palm print taken at crime scenes, from manually 30
minutes to 30 seconds.
. Procured and Implemented a Mugshot Automated System which allowed
officers to match photographs of suspects or persons charged to
pictures in the database in a relatively short time.
. Managed the procurement and Implementation of a Criminal Investigation
Management System, which is intended to bring together intelligence
from all, the different crime fighting agencies for the purpose of
information sharing and collaboration.
. Managed the design, development, implementation and installation
/extension of the Police Network into Police vehicles. This included
computers, video equipment, the RMS database and a motor vehicle
Licensing database. Police officers are now able to access information
on suspects during mobile patrols.
. Managed the upgrade of the network to include another NOC and two
additional ISPs. Also upgrade of the primary NOC to a Tier 3, offering
Redundant Power, Backup Generator, Environmental, Biometric Access,
Fire Suppression & full remote Monitoring & Management.
. Designed, developed and implemented Intranet and Internet Services for
the Police Service

International Data Centres' functions, by planning, organizing,

Caribbean, the Pacific Region and parts of Europe with the required
daily support to enable them to maintain the requisite levels of

. Travelled to and managed the implementation/installation of these
releases into the various sites in the required timeframes.
