Assignments included a Headquarters? position with the Defense Logistics Agency and Defense Contract Management Command, Ft. Belvoir, VA, as administrative staff officer, customer satisfaction coordinator, and automated information system project manager. Accomplishments included development and implementation of a customer support system and customer liaison program; development and implementation of Agency and Defense Contract Management Command Strategic, Business, and Information Technology Plans; implementation of a Malcolm Baldrige-type assessment of command operations; and development and implementation of customer service standards and an on-line customer survey instrument.

Other military work experience included procurement of Inertial Upper Stage (IUS) launch vehicles for NASA and USAF satellite launches, including Magellan, Galileo, Ulysses, DSP, and GPS programs; management of contract for the USAF Satellite Control Network (AFSCN); lead on source selection for USAF engineering and services contract; contracting officer for Consolidated Space Operations Center system; and process manager for Government-wide quality management improvement initiative.

Member of Department of Defense (DOD), Under Secretary of Defense for Acquisition and Technology sponsored Contract Administration Service (CAS) Process Action Team (PAT) that developed 32 recommendations for improving CAS processes, including standardization of the DOD procurement system, consolidation of the DOD deficiency reporting system, and the elimination and streamlining of several federal acquisition regulations.
