Experience:
Collected requirements for and designed the first Kansas Trucking Regulatory Assistance Network (KTRAN) tool. This included creating a Dashboard with 8 sites that contain aspects of regulations and statutes governing Inter- and Intrastate Commercial Vehicle and Commercial Driver safety and enforcement.
Interfaced with other federal and state agencies, including Federal Motor Carrier Safety Administration, Ks Dept. Of Revenue, Ks Secretary of State, Ks Dept of Health and Environment, Ks Highway Patrol, Ks Insurance Department, and Ks State Board of Healing Arts to populate KTRAN with data.
Worked independently with professionals in the Transportation divisions to define client requirements to automate their routine functionality.
Gathered information from internal and external sources, reconciled conflicts, decomposed high-level information into details, abstracted up from low-level information to a general understanding, and distinguished user requests from the underlying true needs.

Accomplishments:
Worked on the team that successfully created, tested and implemented the General Ledger model for the first 10 International Payless Shoe Stores installed in Bogota, Colombia. The company predicted a 4% increase in sales from the international stores but were pleasantly surprised with a 24% increase in sales!
Personally led a totally offshore project in Shenzhen, China to design, build and implement a “TEST & LEARN” prototype for Social Compliance in our Oriental Manufacturers facilities. This tool saved the company 60% of the time needed to document and track Social Compliance on the manufacturing floor. The savings reduced the cost to manufacture shoes by 13% over a 5-year period. The “Test & Learn” system was permanently installed into the production cycle within 12 months of use.
Worked with newly formulated team to 1) Introduce a Project Management Office (PMO) methodology, 2) Train Project Managers and 3) Govern IT project results. This PMO gave the Payless enterprise the tools needed to steer projects across the finish line 22% quicker with 9% overall better performance to estimate results.
Worked within the new PMO guidelines to create a Project Audit process, complete with a home-grown results tracking database for future estimating purposes. This system complimented the Methodology and provided constant feedback for methodology improvement.

Drove the planning, design, development and deployment of new Annuity products for Topeka branch.
Used JIRA to track and report requirement status, and to inventory issues with the software for the Annuity products and various Sales contest throughout the years. Responsible for 1) entering, prioritizing and distributing product requirements to RPG IV developers, 2) tracking and reporting test statuses, and coordinating and reporting status of feature releases and contest results.
Worked with both qualifying and non-qualifying indexed and variable annuities, working with certain program design and development teams, receiving the requirements from the team and assisting in the design of the application to allow for the products to pass the internal audit, so they could be implemented in to the production environment.
Abstracted upwards from low-level information received from the Marketing and Sales department into a general understanding and design for the basis of annual sales campaigns.
Led needs analysis throughout the full software development life cycle process; coordinated the requirements with the development and testing teams and facilitated user sign off and internal audit of the paperwork prepared for external audits, which occurred every six months.
Was part of the lifecycle change to track the internal audits and documentation to point up to the location of design and test results and code reviews that complimented the life of the requirements.
Wrote and maintained technical requirements for company to comply with Sarbanes Oxley requirements.
