Estes Park Urban Renewal Authority
Member, Vice Chairman, Chairman
In 1982 Estes Park, Colorado suffered a disaster, when over 352 million gallons of water (From a dam burst in Rocky Mountain National Park) came through the business district and destroyed almost all of the businesses on the main street of the town.
The Town Council formed an Urban Renewal Authority, with a life of 25 years. I was appointed to the authority for the remaining 17 1/2 years of the Authority's term.
I was the designated "Small Business Owner Representative" and was to assure that the focus was not only the rebuilding of the affected area, but that there was to be nothing that would negatively impact the businesses that were damaged.
The Authority spent 16 million dollars, using Tax Increment Financing, to restore the area, and as a result of their efforts, returned over 38 million dollars of increased sales taxes, during the life of the Authority. The Authority also received many awards for "Outstanding Design and Excellent Improvement of downtown Estes Park". Many communities have visited EP, to study & copy our programs.
