Most experience over the past twenty (plus) years have spanned a healthy spectrum of private industry-related DoD and Federal contract missions and accomplishments associated with capture management, proposal development, project management and contract support. Industry experience includes Information Systems design and analysis, Facilities Operations management, Advertising and Financial Systems support-related business development. Most recent experience over the past 10 years has been within capture, proposal development and facilities management-related projects.
Each mission has yielded accomplishments that given the activity required, produced fruitful results. These accomplishments include first-round successes in the management of complex opportunity intelligence as well as the provision of consultation, presentations, and finished work products to clientele in the areas of business development including certification, capture, project and proposal and IT analysis development and support.

Technical Writer/Volume Lead
Mission: Responsible for writing proposals and other information in response to the customer for the Bid and Proposal Department (BPD) under the direction of the Vice President of Business Development – Governance and Institutional Development. Primary clients were the Department of State, the United Nations and the United States Agency for International Development in response to Requests for Proposals (RFP’s), Expressions of Interest (EOI) requests, Statements of Qualifications (SOQ’s), and other communications that result in the preparation/submission of a written or oral product.
Accomplishments: Specialized in and became known as the “go-to” resource for corporate Past Performance and Corporate Experience information. Developed guidelines by which capture management and proposal development and preparation could be streamlined in SharePoint for optimal use within the Business and Proposal Development arenas.
January 2009 – January 2011
Private Business Development Consultant
Mission: As a private contractor to an upstart non-profit homebuilder, a marketing solutions provider, an enterprise financial services provider, and an administrative services solutions provider, researched and developed comprehensive business solutions in pursuit of each client’s mission. Working with a variety of web-based databases such as GovWin and FedBiz Opps to gather public domain intelligence and provided recommendations for win themes, management solutions, technical solutions and teaming rationale while coordinating corporate resources, building teams of subcontractors, assessing competition and presenting decision-gate briefings to executive management. Key strategic functions in the role included reviewing, assessing DoD-oriented RFPs; developing and coordinating winning proposals, preparing/submitting proposals, including technical writing, editing and ensuring total compliance with the RFP. Identified the resources required to pursue a bid, identified infrastructure requirements and processes while maintaining focus on the win strategy, and execution management.
Accomplishments: For the non-profit homebuilder, provided a comprehensive business plan that netted a first-round IRS 501(c)(3) tax exempt certification to a non-profit start up, complete with demographics analysis, potential competitor positioning, marketing strategy and suitable state, local and foundation-partner analysis, enabling the company to legally pursue funding as a nonprofit early-on. Provided capture analysis and writing services that more than doubled previous year earnings of an advertising/marketing firm; provided sound recommendations that resulted in beneficial market positioning for each client.
Logistics and Environmental Support Company (LESCO)

Director of Market Research and Development
Mission: Worked directly under corporate President to target, identify, qualify, and position the company to creatively capture new business within the Defense and Civil agencies of the U.S. Government, commercial sector and State Government. Conducted market research by way of collecting, recording and making sense of all the available information which could help the core business units to understand how emerging markets intersect with existing capabilities. This required providing executive management with a series of white papers incorporating emerging business requirements to existing corporate capabilities.
Accomplishments: Consistently demonstrated ability to think outside the box with innovative business strategies founded by thinking and communicating ideas that were ahead of the curve. One such area of emerging requirements of-the-day centered on an industry-wide-scale conversion from fossil fueled to electric vehicles. Presented a case identifying an emerging need, defining existing practices, and comparing old methodologies with new by which the existing corporate infrastructure could accommodate and execute an approach to develop this line of business. Although this 20 year old business was sold one year later, these white papers were used as leverage to future strategies that could accentuate and improve the existing marketing model.
Project Manager

Mission: Project Manager of a $25M NASA HQ Facilities Management contract; a bundled contract encompassing the functional areas of Facilities, Print and Design Advertising, HQ- Library, HQ-Archives, Chauffer Services, Document Services, Audio Visual Support and Mail Center Services.
Accomplishments: Ensured contractor personnel accountability while providing timely and fiscally responsible deliverables. Area of responsibility encompassed direct oversight of up to 110 employees inclusive of three Task Area Managers and two subcontractors. Devised a never before utilized system of promotions from within, thereby instilling employee confidence and pride. Throughout the course of the contract performed a total of eleven tasks at 10% under budgeted cost.

Computer Network Consultant / Work Order Manager
Mission: As Task Leader, coordinated the expertise of several subject-matter experts in performing an analysis of the Social Security Administration's (SSA) Management Information (MI) Target Architecture Environment by evaluating a series of user access tools.
Accomplishments: Developed an evaluation strategy to ensure appropriate tool criteria were identified. Demonstrated a working knowledge of mainframe systems architecture and local area network architecture in regard to data warehousing; Demonstrated both orally and in writing an understanding of both architectures and the impact of methodologies utilized in the evaluation of potential software products to be considered for use in the conveyance and manipulation of metadata between mainframe and local area network environments; Wrote system requirements specifications, software specifications and end user documentation; Provided informative presentations and general information to individuals of all skill levels and backgrounds; Received a letter of commendation from the COTR for this project.
Worked as an ongoing member of Lockheed Martin IT proposal-development team, winning an average 95% of projects sought.
