Management Analyst September 2008 – August 2013
Headquarters California National Guard (http://www.calguard.ca.gov/)
As a dual status Federal Technician I served in military and civilian roles for the Army National Guard. As an automation champion in civilian roles I was successful in administering multiple systems: orders management, operations and mobilization, personnel and security, logistics and communications and document management systems. My efforts were nationally recognized and I was sought out for my experience in the implementation of those systems in a change averse culture.
Military roles included leadership and supervision of combat engineer teams and communications section soldiers and directly managing military vehicles and equipment use and maintenance in excess of several hundred thousand dollars. I have held a security clearance up to secret clearance for more than 20 years and have been awarded medals and commendations for operations across the country. I have trained soldiers and have successfully deployed to combat zones receiving combat medal and have experienced multiple overseas deployments for combat and support operations.
Milestones & Accomplishments:
Measurement, Analysis, and Knowledge Management Champion on Army Process Improvement Committee – APIC engaged in the assessment of performance and strategic planning activities of the National Guard using the Baldridge Excellence Framework.
Designed and configured dashboards supporting process improvement activities using Strategic Management System - SMS a US Army enterprise performance management tool. Configured dashboards and reports of critical data decreasing the organizational effort devoted to analysis and strategic resource allocation.
Analyzed a failed system for configuration and process issues. Identified and corrected the State’s higher level system SAMS-2E for collecting readiness and maintenance data for analysis and reporting to national systems. Corrected the communications configuration and synchronized the data transfers from 30 maintenance facilities and began proper reporting to DoD and LOGSA systems. Implemented control processes, tested and validated and documented processes in the logistic standard operating principles to end years of failures by adhoc and manual reporting.
Analyzed MPDV for use in improving the mobilization readiness for California National Guard. I managed the operating procedures and coordination of the role out to the users, and designed and coordinated the utilization of MPDV for soldier readiness processing and managed over 25 events and the implementation of MPDV as the data collection mechanism. In doing so became the first of the 50 states and Army reserve units to have a working model for the use of the program.
I coordinated the training program for over a thousand users in over 300 separate military units across California using distance learning technology with document management and collaboration using SharePoint Team page. My knowledge was sought out by mobilization planners across the Nation.
