Associate Superintendent of Operations, Polk County Public Schools, Bartow, Florida, 2013 – present Responsible for management of the Operations Division overseeing more than 1,200 employees. Developed the District’s 5-year Capital Plan which contains over $650 million dollars of capital facilities needs. Currently overseeing more than $70 million in construction projects, including new construction and renovations and remodeling. Very experienced in managing projects within occupied buildings and the need to keep them operational 24/7. Senior Director, Facilities and Operations Division, Polk County Public Schools, 2012 – 2013 Responsible for all facilities related operations, including construction management, planning, design, maintenance, and real estate transactions. Responsible for all construction project management functions for projects ranging from $50k to $50 million. Managed an annual operating budget of more than $25 million, and the development of the District’s 5-year Capital Plan. Reorganized the entire Division to improve operating effectiveness and efficiency resulting in annual operating budget savings of more than $2.0 million dollars. Director, Construction Services, Polk County Public Schools, 2010 – 2012 Responsible for managing the capital construction program, including construction estimates, project budgets, contract and change order negotiations, and code enforcement serving as chief building official. Managed over $150 million in construction projects, including new schools and major renovations. Evaluated condition of facilities in order to prioritize capital expenditures. Principal, TR Engineering LLC, Chiefland, FL, 2006 – 2010 Owner/Principal Engineer of consulting engineering firm. Structural design of commercial, educational, and multi-family buildings up to four-stories. Multi-Family residential designs primarily frame construction, or combination of frame/masonry. Forensic investigation of damaged buildings. Civil/sitework/utilities design of commercial and educational developments, including environmental permitting through state and federal agencies. Director, University of Florida, Facilities Planning and Operations (IFAS), 1996 – 2006 Responsible for managing the Capital Improvement Program (Planning, Budgeting, Design, and Construction), Maintenance Operations, Utility Operations, and Environmental Safety. Responsible for developing and managing operating and capital budgets. Managed an annual minor project capital construction budget of approximately $5 million, and major new building projects up to $12 million. Projects included high-tech biological labs and veterinary medicine facilities. Managed real estate transactions and Risk Management for real property. Completely reorganized the division and developed new processes and procedures resulting in increased efficiency at reduced staffing levels. Developed the Facility Condition Inventory system as a method to assess existing facilities for deferred maintenance costs and priority ranking for capital funding.

Project Manager, University of Florida, Campus Planning, 1989 – 1996 Responsible for the planning, budgeting, design, and construction management for major new facilities and renovations on the University of Florida campus. Managed construction of more than 20 major new building and renovation projects ranging in size from $1 million to $30 million. Typical projects included research laboratories, medical facilities, student housing, and classroom buildings. Negotiated contracts and change orders. Worked with the State Attorney General’s office on two separate construction claims totaling $3 million dollars, successfully resolving each in the University of Florida’s favor. Selected project delivery method with experience in lump- sum, design-build, construction manager at risk, and cost-plus contracting methods. Performed constructability reviews and managed resolution of field construction issues. Consulting Engineer, Mills Engineering Company, Bronson, Florida, 1987 – 1989 Civil and structural engineering design and construction management of municipal, commercial, and educational engineering projects, including environmental permitting through State Water Management Districts and the Florida Department of Environmental Protection. Served as principal engineer for several municipalities.

Project Engineer, Morrison-Knudsen Company, Nationwide, 1981 – 1986 Project Engineer on the construction of a nuclear waste facility and nuclear fuel rod assembly project for the Department of Energy at the South Carolina Savannah River Nuclear Reservation. Managed field engineering activities, engineering inspection, and shop drawing review. Managed materials procurement, warehouse operations, and inventory control. Total project value (2013 dollars) in excess of $500 million dollars.

Project Engineer on the general construction package of the Washington State Public Power Supply System 1250 MW nuclear power plants. Managed Cost Engineers, prepared and negotiated change orders, verified work in place, documented costs, and prepared monthly billing requests. Project Engineer, Morrison-Knudsen Company, Nationwide, 1981 – 1986 (Continued) Construction Engineer on the general construction package of Florida Power Corporations Crystal River Units 4 & 5, twin 750 MW coal-fired power plants. Prepared and negotiated more than $2 million dollars worth of claims and change orders. Performed site inspections and provided engineering support of field operations. Total project value (2013 dollars) in excess of $70 million dollars.

Field Engineer, McDermott Inc., Morgan City, Louisiana, 1980 Responsible for project planning and construction inspection during the installation of several offshore oil and gas platforms in the Gulf of Mexico. Developed rigging plans for lifts in excess of 500 tons. Inspected pile driving operations for steel piling up to 144” in diameter. Performed structural inspections and provided engineering support of field operations. Education
