Responsible for marketing and business development activities at Hill AFB, proposal development and cost estimate preparation for our Hill AFB Architectural-Engineering Environmental Services IDIQ Contract worth $30M. Additional responsibilities included management of task orders within Oracle database, oversight of subcontractors, invoicing, monthly progress reports, communication planning and branding, and quality assurance.

Key Accomplishments

Successfully prepared the proposal, budget, and initiated and executed the full life cycle upgrade and modernization of the Hill AFB, UT Industrial Waste Treatment Plant SCADA system and Programmable Logic Controls (PLCs) in two-phases. Provided oversight and financial management in addition to monitoring the reverse engineering of the previous SCADA system and PLCs including software upgrades in order to develop new SCADA system designs. Prepared engineered drawings and documentation including user manuals where none previously existed. Fabricated, installed, integrated, and programmed the new SCADA unit and PLC following SDLC processes using agile and waterfall techniques to upload all panels with new software once SCADA and PLC panel designs were completed. Worked directly with key project stakeholders, technical staff and subcontractors, consisting of a team of over 25 individuals to ensure on-time and budget deliverables for all of the SCADA upgrade and modernization project phases. The software was written by a SCADA specialist in iterative phases throughout the project and integrated during the installation and tested before bringing the system back online. Once online the software code was debugged and customized per stakeholder requirements and then turned over to the user once the stakeholders requirements were met. Coordinated the development of a hands-on Process Instrumentation and Controls training course for Air Force personnel. This course was designed to improve understanding of basic plant processes for operators and maintenance personnel and provide them basic skills for maintaining and calibrating process instrumentation. Project received an excellent rating from the Air Force Architect-Engineer Contract Administration Support System.

Successfully prepared the proposal, budget, and initiated and executed $207K in upgrades; prepared a final technical report including findings, cost estimates, 1391s, and a Capital Improvement Plan for the Water System Master Plan and an update of the Basewide GIS GeoBase at Hill AFB in coordination with key stakeholders. In addition a leak survey was performed on all water mains (1 million linear feet). Additionally provided oversight and content management of all databases and information systems during study.

Successfully prepared the proposal, budget, and initiated and managed the execution of the preparation of a concept design and cost estimate for a well and pump house to include ancillary equipment at a remote Air Force monitoring site in Wyoming. Provided oversight of the technical team in coordination with key project stakeholders in order to determine the appropriate flow requirements for the project site infrastructure and provided a technical memorandum with recommendations, cost estimates, and conceptual designs for optional upgrades. Project team under my supervision conducted surveys of existing buildings, infrastructure, and utilities. Project team consisted of approximately ten people and two subcontractors. Project received a very good rating from the Architect-Engineer Contract Administration Support System.

Successfully prepared the proposal, budget and provided support to key stakeholders by assisting the Air Force in obtaining approval from the Utah Division of Drinking Water (UDDW) in constructing a replacement well and provided water right support with the Utah Division of Water Rights (UDWR). Led a team of over 25 technical staff, which included five subcontractors that provided engineering design, structural engineering, corrosion engineering, surveying, and geotechnical services. Project received an excellent rating from the Architect-Engineer Contract Administration Support System.

In support of the Base Realignment Alignment and Closure Installation Restoration Program, prepared a Five-Year Review and technical report of findings and recommendations of Former Roslyn Air National Guard Station to determine if the remedies addressing residual Semi Volatile Organic Compounds and hazardous metals left in the soil at site were still protective of human health and the environment.

Conducted a Phase 1 Environmental Site Assessment (ESA) for Dugway Proving Ground, UT in support of the Privatized Army Lodging Phase C (PAL C), program in order to determine and document whether there were any environmental conditions of concern at the Desert Lodge that could create liability for the client.

Prepared 18 Installation Pest Management Control Plans (IPMCP) for Army installations across the U.S. in support of the PAL C program for Rest Easy, LLC in order to meet the Army’s due diligence requirements prior to the privatization and lease signing.

Conducted two Environmental Baseline Surveys (EBSs) at two former radio relay towers in central Nevada in order to document that the facilities had been completely restored to their original condition in order for the Air Force to terminate their lease and transfer the property back to the Bureau of Land Management. Geographical Positioning Systems and Geographical Information Systems were used heavily to accomplish this task.

BOOZ ALLEN HAMILTON, Kelly AFB, TX Apr 2008 – Nov 2010

Project/Program Manager/Senior Consultant

Provided program management, project oversight, document reviews, program requirement development, statement of work preparation, cost estimating, technical evaluations, and contracting support for the Base Realignment and Closure (BRAC) environmental restoration program and property transfers for former Kelly AFB, San Antonio, TX and other BRAC Central Region and BRAC 05 bases at the Air Force Real Property Agency (AFRPA) headquarters with an annual budget of approximately $20M - $30M.

As Technical Writer prepared request for proposals, MS Project schedules, contractor monthly status reports, communication plans, and final project report deliverables.

Key Accomplishments

Site MP Restoration Project, Former Kelly AFB, TX, US Air Force. Project Manager. Successfully initiated and managed the execution and served as technical lead for an excavation project with a value of $10M. This project included the removal and disposal of 60,000 CY of contaminated soil, 1,000,000 gallons of contaminated groundwater, and the installation of an in situ bioremediation system at the site of a former metal plating facility. This project was completed two months ahead of schedule, which facilitated the relocation of approximately 3,000 Air Force personnel. $10M.

Former Building 301 Electric Resistive Heating and Soil Vapor Extraction Project, Former Kelly AFB, TX, US Air Force. Project Manager. Successfully initiated and managed the execution of the former Building 301 ERH/SVE remediation project utilized cutting edge electric restive heating technology to remove 1,200 lbs of chlorinated solvent contamination from soils underlying a former metal plating facility. This $3.9M project accelerated cleanup and soil closure at this site and has significantly reduced long-term Air Force Environmental Liabilities. $3.9M

Former Building 329 Site Investigation, Former Kelly AFB, TX, US Air Force. Project Manager. Successfully prepared the Request for Proposal, budget, and initiated, managed the execution and development of a $1M investigation to determine nature and extent of suspected solvent waste and fuel related contamination underlying the former Building 329 which was the site of a large aircraft engine maintenance facility. $1M.

Site S-1 Electric Resistive Heating and Soil Vapor Extraction Project, Former Kelly AFB, TX, US Air Force. Project Manager. Successfully prepared the Request for Proposal, budget, and initiated and managed the execution of the Site S-1 ERH project. Site S-1 was a former waste oil storage facility used for intermediate storage of mixed solvents and waste petroleum, oil, and lubricants. A $2M ERH system was designed and installed to remove chlorobenzene and petroleum hydrocarbons from underlying groundwater in order to accelerate site closure. $2M.

Historical Fuel Spill Site Investigation, Former Eaker AFB, AR, Us Air Force. Project Manager. Successfully developed the request for proposal and budget for this out of cycle project, and implemented a site investigation project with a value of $650K to determine the current nature and extent of groundwater contamination consisting of residual jet fuel and benzene from a fuel leak that occurred in the mid 1970s at former Eaker AFB. $650K.

Key Accomplishments

Public Assistance Support Contractor, Federal Emergency Management Administration (FEMA), Joint Field Office (JFO) Headquarters, Austin, Texas: In support of the Federal Governments response to the tremendous damage caused by Hurricanes Katrina and Rita in 2005, took an assignment at the FEMA JFO in Austin TX supporting the Public Assistance team. The assignment lasted nearly a year, and responsibilities included ensuring that public entities such as cities and counties requesting funds for reconstruction were in compliance with the law. As an example they were not allowed to receive federal funding to rebuild in a floodway or 100-year flood zone. If this came up and it did occasionally, there were different ways to mitigate that were acceptable and coordination would occur with the field team and the public entity to try to resolve the matter favorably for the public entity. If that did not work then relocation was also an option.

Conducted and scheduled utilizing MS Project, inspections of sixty-four construction projects and technical reports including findings and recommendations in eight area offices as part of an annual review for the TxDOT Dallas District Office.

Coordinated and prepared utilizing MS Project, on behalf of FEMA, an EA and Finding of No Significant Impact (FONSI) for the construction of an emergency rock revetment structure for the protection of Beach Drive and adjacent utilities and infrastructure due to storm related shoreline erosion.

Led environmental surveys along the proposed 110-mile corridor for 36-inch liquid natural gas pipeline across central Mississippi and Alabama. Using GPS and GIS environmental features were identified and delineated for mapping as part of the overall project to determine impacts. Responsible for managing data content for use in developing FERC Permit.

Led tree survey for the TxDOT Austin District as part of a controversial interchange project and mapped over 2,000 trees using survey grade GPS, and identified the type of each tree and measured the circumference of each tree and tagged it. Content Management and preservation were very key to this project. This information was then imported into our GIS Database for storage.

Conducted environmental site study and analysis of U.S. Marine Corps Reserve training centers in support of real estate transactions. Created technical reports including findings and recommendations for each site.

Production Manager responsible for manufacturing operations on second shift at 500,000 square foot upholstery finishing plant. Management responsibilities included supervision of two supervisors and over 50 employees. Challenging operation with batch quantities requiring multiple finishes and frequent changes in machine set up. Had to be very creative to keep all lines running and hit production goals with highly variable mix of mechanical and chemical process requirements. Plant closed due to inability to compete with imports due to implementation of trade related treaties.
