Subordinate Officer in charge (Safety)
As a Subordinate Officer in charge, my preliminary duties including but not limited to ensure all sailors are adhering safety & Security norms, good housekeeping onboard and all PPE are operational.
Duties and Responsibilities:
Ensure briefing conducted, Pre-job Hazard Analysis communicated with the workforce for their comments prior to job commencement.
Provide assistance to Deck Supervision in the effective promotion of HSE related issues and the raising of awareness to all personnel.
Carry out regular inspection and auditing, check the issue, use and maintenance of all PPE.
To check all the equipment used onboard are safe and by following safety checklists according to manufacturer’s recommendation and CG standard operation procedures.
Carryout In house trainings, ship induction & familiarization and monthly safety meetings.
Maintain continuous inspection onboard, detect and report all Near Miss Observations - Substandard Conditions and Practices using Near Miss format. Also incident/accident if any to my Superiors.
Perform Permit Audit (PTW) and inspect according to internal checklist (scaffolding, lifting, Survival crafts, shoring &housekeeping) etc.
Safety precautions during naked flame activity (welding & cutting, confined space entry) etc.
Take proactive approach and attitude to the implementation of the HSE culture within the personnel onboard.
Attend HSE Meetings (Weekly & Monthly) as and when senior officers require.
Participate in HSE walkthrough with Executive Officer and safety team members on a weekly basis.
Assist in conducting Monthly Emergency Evacuation, Abandon ship, Major firefighting, Helicopter crash on deck, flooding and damage control Drills onboard and reports any observations for area of improvement.
Assist in providing and renewing of all safety, first-aid & fire prevention equipment onboard.
Discuss and communicate Root cause analysis and accident investigation with workforce.
