Senior Consultant (joint partnership), Business Development and Professional Services

Practice executive and partner for the Washington DC Metro area providing enterprise solutions and staff augmentation services for the Federal civilian, DoD, and Intelligence agency community in the Information Technology and Telecommunications field. Supported ERP and off-shore outsourcing programs of federal contractors helping government agencies leverage limited financial and human resources. Focused on identifying, training, and qualifying technical professionals with ITIL, CM, QA/Information Assurance, and system/software engineering backgrounds that held active Secret, TS/EBI, TS/SCI with full lifestyle polygraph Security Clearances. DoD Medical Service Infrastructure support using AVL (GPS-based), CAD, and Enterprise modeling tools (POPKIN-SA and METIS). Managed multiple information technology projects in a .Net and Java environment for Defense and Intelligence agencies.

Classified project (2007 - 2009 timeframe) at the Pentagon in Arlington, VA., served as the local Project Manager, working for the US Air Force on their Integrated Logistics Support/Supply Chain Management ERP System for Iraq and Afghanistan deployment known as the Expeditionary Combat Support System (ECSS). ECSS Systems Integrator (SI) contract was awarded to CSC, CSC then selected Oracle 11i and 12i as their ERP implementation engine. I was directed not to reveal any specific details of this project in my resume because it involved national security.

Lockheed-Martin Information Technology (contract via COMSYS) 09/05 – 04/06

Senior Consultant (Project Manager)

Served as Senior Consultant and Project Manager over multiple concurrent projects for Department of Health and Human Services (DHHS), Centers for Medicare and Medicaid Services (CMS) which is a .Net and J2EE environment. Projects required functional and technical expertise to support the Consolidated Information Technology Infrastructure Contract (CITIC) in a three tier operating environment (mainframe, client-server, and web-based) using ITIL, OpsWare, CRM and ERP tools, concepts and techniques to support customer mission statement. Projects implemented (using MS Project Server) included, but not limited to; Tivoli Workload Scheduler (TWS), Tivoli Data Warehouse (TDW), Remedy Inventory CM/QA, and Remedy Asset Management. Duties required overall responsibility for cost, schedule, resource allocation, technical performance, and delivery. In addition, supported internal and external efforts for customer to gain CMMi Level 3 and ISO 900x certifications by leveraging DOORS and RUP product operational capabilities to facilitate compliance.

EDS-Navy /Marine Corps Intranet (NMCI) Information Strike Force 01/01 - 12/01

Deputy CIO for Governance & SCM Lead for Change Management

Operated as the IDIQ contract Implementation Officer in the Governance and Change Management Divisions to institute standard operating procedures (CMM Level 3) for Change Management, QA, IA, and assuring Service Level Agreement compliance, across the entire NMCI enterprise-wide technical architecture and business scope of operations. Duties also included designing and implementing the NMCI infrastructure models that would support change control, integrated logistics support, concept of operations management, and governance policies and procedures. Implemented ClearQuest and WebCM internals in conjunction with DOORS to interactively address enterprise-wide detailed CM, ERP, and CRM functionality.

CDI Information Technology Services (Chantilly, VA) 01/99 – 12/00

Northrop-Grumman (TRW) - (Reston, VA) 05/00 – 12/00 - Division Manager (Configuration Management) for the Defense Travel System (DTS) Reengineering Project. Responsible for establishing and maintaining system-level environmental baselines via system builds (e.g., production, test, and development libraries), configuration status accounting, also functional and physical configuration audits. Contingency planning, ERP, CRM, hiring, firing, training, budget and cost center control, requirements and documentation baseline control were required ancillary technical management duties. CM tools selected and utilized were PVCS Tracker and Version Manager on the server-side, with Rational Tool Suite inculding Clear Case/Quest at the client site. Supported the design and development of DTS which consisted of a backend Oracle 8i RDMS configuration with C3 level security and enhanced SSL.

AT&T Government Solutions & IBM Global Services (Herndon, VA) 04/99 – 04/00 Program Manager for the joint AT&T/IBM outsourcing venture, for internal and external telecommunications and IT services, Infrastructure Tower Team providing steady state help desk support, including software suite roll out, deployment and coordination of enterprise support services. Managed support staff and coordinated activities of ancillary service providers to the AT&T/IBM community for E-business (Web-based) aided solutions. Expertise in ISO 9000, Quality Gate Metrics, SEI-CMM Level 2 & 3, CM, ERP, CRM and Supply Chain (Logistics) Management.
