Assigned to NAVSUP Fleet Logistics Center (FLC) Jacksonville, Panama City, Florida as Deputy Site Director and Fuels Officer. Directly responsible for Fuels, Logistics Management, Personal Property and Household Goods (HHG), Postal and Mail Services and Hazardous Materials support provided toNaval Support Activity, Panama City FL and its tenants. I report to the NAVSUP FLC Jacksonville Panama City Site Director, and in his absence serve as the NAVSUP Products & Services liaison and Subject Matter Expert for logistics.
As the Responsible Officer for Fuels, I am responsible for overall fueling operations, aviation and POL, currently capitalized at Naval Support Activity Panama City. I also serve as the Subject-Matter-Expert
(SME) for refueling operations as this includes both internal and external customer-base and special air or surface exercises conducted within the Panama City Area of Responsibility (AOR). I am the Responsible Officer for overall maintenance, quality control, operational and refueling operations for both aviation and ground fuel operations facilities and equipment. Incumbent serves as the integral liaison between NAVSUP FLC Panama City and DESC/DLA Energy/NAVFACSE for changes in petroleum systems related business and program management support for integration/upgrades of petroleum systems such as Automated Fueling Handling Equipment (AFHE), Automated Fuel Service Station (AFSS) and Automated Tank Gauging (ATG) systems. Analyzes and evaluates technical aspects of proposed system automation and business process re-engineering initiatives and submits recommendations to higher level authority. I serve as the government representative as the Quality Assurance Expert (QAE) and/or Contracting Officer's Representative (COR) function on contracted support for fueling operations. I am responsible for a comprehensive preventative maintenance plan for ensuring both aviation and ground refueling equipment is maintained at an operational level in order to meet customer refueling requirements. Incumbent serves on boards, committees, makes presentations to same for the planning and execution of refueling operations in the Panama City Area of Responsibility (AOR). I am also the Approving Official for Government Purchase Card Program and approve procurement of materials for NAVFAC and NSWC. I serve as the COR and/or the QAE liaison expert for government contracts awarded in support of fuels maintenance and warehouse management contracted services. As the Assistant Supply Management Officer and Deputy Site Director, I am responsible to provide expert level continuity of daily operations and continuous extensive overall direction, coordination, and administration of comprehensive technical logistics supply systems support to all supported customers. As required, I attend host/tenant command meetings and conferences to brief senior level leadership on all logistics issues. Responsible for assisting the Site Director in the proper execution of funding for director FFS/reimbursable allocations, phasing plans, execution plans, staffing plans, statistical reporting and activity reports to customers.
I also provided highly technical program management support in Products and Services functional areas to validate compliance with policy and current regulations and reviewing, approving or disapproving priorities. I identified and implement continuous process improvement ways of eliminating or reducing significant bottlenecks or barriers in products and services provided, promote team building, or improve business practices. I make recommendations on work problems presented by subordinate process or team leaders, or similar personnel.
I provide direct supervision for six personnel. And overall supervision of 14 personnel, I monitor and assign work to be accomplished, set priorities, and advised process leads/team workers on projected problems. I approve leave requests and timekeeping in the Navy Enterprise Resource Program (ERP). Determines and requests position/personnel actions; identifies training/career development needs, and either provides or arranges training; evaluate and prepare employee performance appraisals; recommends awards; resolves complaints; takes appropriate disciplinary measures necessary to correct but not punish and ensures fair and consistent treatment of all individuals. I provided assignments and guidance as necessary via process lead subordinates. Participate in reorganizations, special studies, position structuring and writing; recommends reassignments, details, and temporary promotions, and all aspects of the hiring process. I'm responsible for documentation control of excess material requirements from host and tenant commands being-processed and the physical handling of excess material. Responsible for meeting scheduled pickup and/or delivery requirements of material for disposal to the Defense Reutilization Material Office, Elgin AFB. I maintained logs and control data for the Property Disposal Program. I'm responsible for visually inspecting items, consulting with pertinent personnel to determine proper description, quantity, storage locations, value and special certification data. I'm responsible for screening Defense Reutilization Material Office and GSA excess resources to satisfy customer requirements. Receives, identifies, and classifies components and assemblies for interim storage and/or ultimate storage. Identifies hazardous material content and determines feasibility of cannibalization of certain items from equipment to be scrapped. Manages the scrap collection, segregation and maintenance of segregation process function to ensure all scrap items are processed in the proper manner to comply with state and federal EPA and local safety regulations. Maintains administrative records for customer accommodation storage requirements and determines adequate storage facilities to satisfy customer requirements.
