Developed all strategies for safely working around the toxic gases that are required in the manufacturing of computer chips. Developed an HMIS system for warning Pipe Fitters regarding the hazards associated with the individual Compressed Gas Cabinets they were working on.

CVM Construction projects for Jacobs Management / Amtrak 07/10 – 04/11:

Responsible for construction safety on 10 separate job locations across Pennsylvania and Maryland. Established the following programs and policies to maximize productivity while minimizing incidents and injuries. Simultaneously managed safety and health programs at ten separate locations with an OSHA Incident Rate of zero for all projects.

Established MRO for administration of drug and alcohol policy.

Authored site-specific safety plans in accordance with the requirements of Jacobs, Amtrak, Burlington Northern, CSX, OSHA, FRA (Federal Railway Administration) and DOT requirements, for each site.

Provided all training for RWP (49 CFR 214) for over 200 workers on the project.

Conducted over a dozen OSHA 10 Hour and OSHA 30 Hour classes.

Conducted training for all CVM employees on Supervisor Safety and techniques for minimizing occupational injuries, illnesses.

Conducted training on Hazard Recognition, Avoidance, and Remediation.

Contractor ExxonMobil Joliet Illinois: Safety/Health Inspector July 2007 – October 2008

Received a safety award for the design and implementation of a system to coordinate the positioning of welding machines and power distribution boxes, that allowed us to run cords and leads overhead in raceways I designed with available scaffolding resources to improve housekeeping and productivity on the project. I was the primary trainer of all contractors and subcontractors working on the $470 million project. By using Behavioral Based Safety (BBS) training and auditing techniques, we were able to complete the project with an impressive safety record or a project of this magnitude.

I was the key resource to the Safety Manager on many Technical issues on Safety and Health regulations and for control of energy (LOTO) in a working refinery environment. Developed Industrial Hygiene plan for the control of Noise, Welding Fumes (Hexavalent Chromium), ventilation, crystalline silica and all monitoring programs for Hydrogen Sulfide, Sulfur Dioxide, Carbon Monoxide, and other chemical hazards associated with Refinery Work. Responsible for writing permits on the project for Confined Spaces and Hot Work. Responsible for the safe unloading and loading of Hopper and Flat Barges using Goldhofer Transporters. Wrote safety plans for barge unloading using applicable maritime regulations 29 CFR 1917 and longshoring standards 29 CFR 1918. Responsible for safety on numerous critical lifts of vessels and process modules at the Tail Gas Unit. Worked closely with Nooter management, Barnhart crane, Chellino crane, BMW, and Brieser construction to coordinate the setting of 3 large process vessels in one day without and injuries, near misses or incidences of any kind. Our schedule allowed 3 days for completion of this project, but with proper planning and coordination of all assets we were able to complete it in just one. This was a great example of how safety and production can coexist and have a synergistic effect on the Quality of a project.

Contract Employee TENG Construction: BP Whiting Safety and Health Manager 10/06 to 07/07

Contractor, responsible for the management of Safety, Health and Environmental Management, on a warehouse revision at a refinery. Coordinated with refinery Industrial Hygienists to implement a monitoring program for VOC’s, benzene and xylenes encountered during the project. Handled all training for, and writing of Safe Work Permits. Worked closely with BP representative to comply with control of all hazardous energy sources. (LOTO) Responsible for all training, documentation and interfacing with refinery personnel on matters regarding safety, health and environmental management. Coordinated with local businesses to remove and store contaminated groundwater and soil for proper disposal.

Contract Employee LURGI / PSI Const. Management for Chattanooga Boiler and Tank: Safety Mgr 06/06 – 10/06

Implemented a safety, health and environmental plan which improved performance on Incident Rates, Safety Audits, and Environmental Compliance. Developed the procedure for welding on Stainless steel using the Hexavalent Chromium Standard. Improved from 6 OSHA recordable injuries in the first half of the project to one on the last half that I was involved in.

Contract Employee Meccon Industries Sun Oil Refinery Toledo Ohio BOC Gas Plant 05/05 -10/05 Started the project providing safety and training support on a hydrogen gas generation facility. Handled all Lockout of Electrical mechanical, chemical and pneumatic energy. Was requested by the Superintendant to develop a LOTO plan for the startup and tie-in of the plant to the refinery. Developed a LOTO procedure that allowed us to implement a successful startup plan where every worker had his own lock using a cascading lockout system I developed. Completed the project as the Lockout Coordinator responsible for the coordination of all lockouts with production personnel. Developed a spreadsheet for keeping track of the status of all lockout status, location and control of keys and published this report daily at our morning safety meeting to all contractors.
