Operations / Facilities Management:
Championed the operations and maintenance of the North Scott Community School District’s physical plant and grounds. Spearheaded, planned and budgeted over 47-million dollars’ worth of facility repairs, maintenance, renovations, improvements and new construction in a K-12 educational system, serving 3,000 students. Shrewdly evaluated projects, programs and operating procedures for opportunities to reduce overall operational expenses. Conceived and implemented numerous safety initiatives assuring that the work place and facilities were in compliance with all building codes and life safety regulations.
Competitively bid and managed all service contracts; building access, security, fire alarms, telecommunications, refuse, utilities and all other service contracts associated with the operations of the physical plant.
Researched and selected projects that could be funded through the use of one time resources that would provide an immediate reduction in general fund obligations and annual operating expenses. These initiatives have resulted in annual savings in excess of $350,000.
Reduced energy consumption by 10% with the installation of a new energy management system that allowed for more precise control of the HVAC system, boilers and lighting controls.
Focused on improving energy efficiency by consciously selecting building materials and equipment that met or exceeded current energy codes and requirements, ultimately reducing operational cost.
Reorganized and streamlined the Buildings, Grounds and Transportation Departments in response to declining enrollment and other budgetary pressures without sacrificing the level of quality and/or service. Effectively, reducing a total of five FTE’s across all departments, for an annual savings of $172,000.
Maximized equipment and building system life, through the implementation of a preventative maintenance software program (CMMS), assuring that all critical maintenance was completed on time and as scheduled.

Core Accomplishments
Project Planning / Construction Management:
Served as the District’s leader and Owner’s Representative for all facility improvements. Assisted staff members and stakeholders with project conceptualization, development, selection of architectural and engineering professionals, cost projections, specification reviews, Board proposals, bidding and all project management through completion and closeout.
Strategically developed and managed a working five-year facility improvement plan that budgeted for the immediate and future needs of the physical plant and grounds. This plan provided the District leadership with a current list of approved projects, as well as a five-year view of proposed projects and improvements.
Coordinated in-house staff, contractors and vendors to work in mutual cooperation to provide the District with the greatest value possible on all maintenance and improvement projects.
Created and analyzed a “Needs Assessment Survey” with stakeholders, department heads and architectural team. This study assisted the District in separating the wants from the needs and allowed us to focus on the important issues. This effort served as the basis for the development of a very successful 17-million dollar Master Plan of facility improvements.
Facilitated, budgeted and scheduled all of the Master Plan construction projects in collaboration with our administrators, architects, engineers, maintenance staff, department heads, stakeholders and the public. These improvements were all scheduled to be completed within a three-year period and were successfully completed within that time frame with minimal disruption to the educational process.
Reviewed and approved of all architectural/engineering designs, specifications, submittals, RFI’s, change orders and all pay applications associated with these improvements.
Staff Management:
Analyzed and implemented best practices for facility and operations management after consultation with industry experts, vendors and others as well as through continuing educational opportunities to improve departmental procedures and protocols.
Assessed and evaluated green cleaning principals and rolled out a “Green Cleaning Program” for the custodial department; gaining staff and public approval.
Instituted weekly safety talks, significantly reducing work related injuries and workman compensation claims and reduced insurance premiums and MOD rates.
Introduced functional job screens into the on-boarding process, verifying that all new hires have the ability to safely complete the essential functions of their position without inflicting physical harm to themselves or others.
Instituted bi-monthly custodial in-service training opportunities for staff resulting in improved camaraderie, communication and morale.
Introduced and implemented a work order system (CMMS) that improved staff accountability, response time and customer satisfaction.
