• Team Leader: USAID Afghanistan Capacity Development Program – led a team of Afghan and U.S. advisors in assisting the government with Civil Service reform measures and designed/implemented capacity development activities. o Crafted a highly innovative and successful intensive program of skills development for members of the HR department at the Ministry of Energy & Water. Utilized role-play techniques to teach and improve informational interview skills. o Single-handedly succeeded in what others thought impossible by convincing advisors from the disparate multi-national aid organizations active at the ministry to participate in a collaboration group. Instigated and led this group resulting in the beginning of the first rationalization process of the many different aid programs active at this ministry.

• Project Manager: USAID’s Iraq Economic Governance I & II programs - managed a wide spectrum of work on two separate projects in modernizing the tax and customs directorates of Iraq and in developing, implementing, and deploying two separate national tax revenue management systems (income and customs) to be implemented throughout the country. o Developed bid and acceptance documents, evaluated and selected vendors, and managed subcontractor/vendor contracts and activities for software and communications systems, including vendors responsible for establishing and maintaining satellite communications networks throughout the country. Managed overall systems development & implementation. o Analyzed training needs and developed training programs and budgets. o Led the structural reorganization efforts of the General Commission for Taxes and developed and led a study tour for Iraqi tax officials to the tax administrations of Jordan and Lebanon. o Worked with the U.S. and British military for security arrangements and liaised with an extremely complex matrix of operational/management personnel from USAID/State Dept., and from the provisional and pre-war Iraqi government.

• Tax/IT Advisor: USAID Government of South Sudan Project - performed an assessment of the government’s capabilities, infrastructure, HR, and near-term/long-term capabilities regarding implementation of a national tax revenue management system. Senior IT Advisor – Montgomery/Watson/Harza, Alexandria, Egypt, Nov. 2001 to May 2002 Managed and coordinated IT activities at the Alexandria, Egypt water utility. Migrated applications to a client/server environment and developed a technical support unit, an inventory system, a preventative maintenance system, and a laboratory water quality database. IT Task Manager – PADCO, Fayoum, Egypt, Aug. 1999 to Oct. 2001 On USAID’s MEUIS project, successfully lobbied the funding agency for a budget increase from $500K to $4 million for this component and successfully managed this $4 Million program of computerization and the requisite infrastructure and organizational improvements related to the technology driven changes in the water utilities across three states of Middle Egypt.

• Defined and supervised all PMO activities and managed the IT component and the national IT staff.

• Analyzed operational, organizational, infrastructure, information, and HR requirements, devised a solution set, and drafted a budget to include large-scale procurement of ERP systems.

• Developed bid/evaluation documents/procedures, supervised evaluation and procurement processes. Engineered highly unusual collaboration and shared funding between U.S. & Dutch aid programs; managed the Dutch/U.S. aid collaboration activities.
