Medicaid MMIS Delivery – I lead the team of Solution Applications comprised of 57 Engineers and Contractors building Medicaid Management Information Systems in 5 U.S. States
Maine and Idaho – Medicaid Management Information System
New Jersey, West Virginia and Louisiana – Pharmacy Benefits and Pharmacy Rebate Systems, in addition to MMIS.
These MMIS systems were SOA based, CMS MITA compliant solutions. All were certified successfully by CMS.
Applications under my responsibility include all the components needed to build out an automated Medicaid Solution including: TriZetto-QNXT-Administration, FileNet-ECMS, Venetica-Rules Engine, Cincom-Letter Manager, Cypress- Report Manager, Apropos-Contact AVR, Flexi-Financials, Pharmacy Benefit System with Rebates management, BizTalk and Edifecs-EDI orchestration/validation, and Online Portal.
Extensive Process-focus especially in improving governance along CMMI standards. All Project Managers are PMP certified and trained in Agile (Scrum) or Six Sigma methodologies. Service is improved along ITIL standards.

When Credit Card delinquencies were rising, my team Designed, Developed and deployed, the company’s proprietary, Edison, Rules based collection system. This involved assembling and managing a team of 98 Analysts, Engineers and Project Leaders. This was a high stakes, high stress project, completed on time (9 months), on budget $11.5 million. The project now has reduced one-time direct costs by $3.5 million and $1.5 Million on a recurring basis. Delinquencies are down 40% and stock has gone up 50% in the time period.

Multifaceted engineering architect from design, development, QA and production system deployment. I have worked as a Unix Systems Administrator, as a Network Administrator, as a DBA, as a Web Server Administrator including Security PKI keys administration. In addition, I have designed high-availability and Business Continuity/Disaster Recovery Systems that support FFIEC federal Compliance. I have setup and administered Application Servers (BEA WebLogic, ATG-Domino, and WebSphere) and as High Availability designer using tools like Tivoli for monitoring, Veritas for back-end clustering/Backup and Cisco-ArrowPoint for load balancing.
My team designed the Visa East Coast Datacenter located in Virginia – over 250 servers managing 4700 transactions per second. The Architecture followed best practices as prescribed by ITIL and AFCOM. Example Projects at Visa
B2C - Recent hands-on experience. Single handedly launched and administered Visa’s only consumer website in Europe, www.visainfinite.com/. The Visa Infinite card is Visa’s most prestigious card. It is supported by an application platform designed to assist Visa’s most affluent cardholder. The web site offers a wealth of features, including survival and arrival tips for passengers arriving at any airport in the world; a traveler’s toolbox with currency conversions, tips, restaurant reviews and merchant discounts. Finally, the site has a dedicated service providing online concierge responses to card holder needs. The site is deployed primarily in Europe, Greenland and the USA.
B2B – Helped launch UNIX applications into Visa’s first and only inter-bank portal website.www.visaonline.com/. This effort replaced the quarterly creation and distribution of CDs to over 12,000 member banks around the world. The Internet effort replaced the maintenance of versions, languages, operating systems, makefiles, authentication keys and all the associate support required to get the software installed each quarter.

Developed Guam Medicare/Medicaid transaction system for the Guam Department of Health and Social Services patterned after a similar system in Hawaii. Worked to extend the transaction gateway to private insurers, FHP International and Guam Memorial Health Plan.

Role: Hired to turn around a College that had lost its accreditation.
Context: This was a Government owned institution with a unionized teacher staff. The school had no good accounting system; federal funds could not be accounted for.
Accomplishment: Re-established the accreditation for the school from the Western Association of Schools and Colleges.
Increased enrollment by 15%.
Initiated new technology and hotel information systems training programs.
Got the Legislature out of the school and won legislative commendation for the effort.
