Planning:

Review and propose suitable modifications, if any to the action plan of execution of Biometric Enrolments and Biometric Data Center (BMDC) operations

Facilitate & participate in the schedule preparation at micro level with Charge Officers (tehsildars) / Directorate of Census Operations (DC0),Orissa, in consultation with Central Public Sector Entities (CPSE) & Enrolment Agencies (EAs)

Working stakeholders (State Administration, CPSEs) in designing an effective communication plan for Biometric Enrollments under NPR process

Monitoring:

Monitor activities undertaken by CPSEs and EAs as per the action plan

Monitor that BME schedule is executed as per the plan considering timely scheduling of BME Camps.

Monitor/ review the compliance report of BME Camps Inspection as submitted by CPSUs/EAs

Monitor the operational activities related to transfer of Data packets i.e. storage & Backup of the Data packets, Quality Validation (Quality Assurance & Quality Check) of the data packets, uploading of approved packets to UIDAI’s central server

Report any observed violation of terms & conditions

Management:

Monitor the progress of the projects as per the physical & financial aspects as well as Quality Standards & report compliance to prescribed SLAs.

Monitor the deployment of District Coordinators (DC)/ District Supervisors (DS), review their work in terms of their output and quality, Plan their work in in-line with the overall work completion by MSP

Regularly provide training to DS / DC &Manage a team of ~20-25 DS & DCs deployed by CSC SPV in each zone.

Assess the infrastructure readiness of a Managed Service Providers data entry point, report compliance & ensure that necessary infrastructure is provided by MSP

Ensure that the MSPs carry out the work as per contract/ SLA & also recommend actions.

Coordinate between CSC SPV, NIELIT & district officials for timely closure of issues

Regular analysis/ reconciliation of the reports/ data collected from the data entry points against those provided by MSP for ensuring timely completion of data digitization phase

Identify possible causes for delay in work by MSP like need of additional data entry operator or man power requirement

Facilitate between NIELIT & MSP in resolving issues encountered during the roll out of the MIS tool.
