Blue Cross and Blue Shield companies are franchisees, independent of the association (and traditionally each other), and offering insurance plans within defined regions under one or both of the association's brands. They offer some form of health insurance coverage in every state of United States. They also act as administrators of Medicare in many states or regions of the United States. The company needed a secure, Web-based system that was flexible enough to handle evolving requirements.
