Served as a Contract Specialist responsible for pre-award and post-award functions for a variety of supply and service type contracts for several Program activities, each having different contract requirements.

Responsible for a variety of contracts which require special handling provisions or other specialized terms and conditions. Typical requirements include technical equipment, supplies and services ranging from standard items to complex or sophisticated requirements.

Involved in the development of the statement of work or data requirements. Formulates the contracting approach to be taken that will best satisfy the requirement.

Ensures that the bid schedule is properly structured, prepares the solicitation, using specially designed software on a personal computer, determines sources to be solicited, assists in conducting pre proposal conferences, process protests, determines sources the responsiveness of bids and determines the responsibility of the apparent low bidder based on financial and technical information gained during the pre-award survey and recommends award of the contract.

Plans the procurement action with technical, legal, and contract pricing personnel. Determine the type of contract best suited for the requirement and develops special clauses, terms and conditions.

Prepares award documents for the contracting officer and recommends award of the contract. Monitors contractor performance required by the contract to include Government –furnished property and inventories.

Negotiates settlements for such changes, approves contract payment, issues show cause or cure notices for non-performance and to include termination for default.

Project Manager August 2012 – June2013

Achieve Human Services, Yuma Proving Grounds, Yuma AZ Civilian DOD Contractor

Key Deliverables:

Functioning as Project Manager under the Direction of the Deputy Director of Federal Contracts

Contract Administrator for all Federal janitorial, grounds maintenance and facility maintenance contracts.

Appointed Facilities Manager for all DOD Contracts and coordinated any/all deficiencies found at Yuma Proving Ground Ranges, Sites, main base, Public Works and Border Patrol contracts within Yuma and the Wellton Sectors and report deficiencies to the Contracting Officer Representative.

Prepared all reports regarding the state of the contracts to include purchases, budget, equipment, maintenance, contract schedules, invoicing and all other duties as assigned.

Ensured all applicable Federal, State and local standards and requirements were adhered to.

Processing receipts, maintaining accountability files, perform computer hardware, software and automated functions. Managed all supply inventories, vehicles, fuel cards and maintenance records.
