Implemented a system for Permitting, Engineering, negotiating with the state, city and county officials Rights-of-Way. Wrote and implemented standard operational procedures (SOP) for time lines, inventory management, planned and prepared capital budgets.

Supervised in-house personnel, contracted construction crews, and led a team in the construction and activation of eleven distribution Hubs.
