SUMMARY Currently forty-one years of experience in the electrical design, construction and operation of nuclear power plants both BWR and PWR, and other large industrial projects. Provided consultation assistance to many industrial clients including the USDOE Office of Independent Enterprise Assessments (IEA) in conducting technical oversight of the nuclear facilities for compliance with DOE orders for a robust design of the facility. Assisted the semiconductor industry in nano-manufacturing next generation chips using high-pressure super-critical CO2 systems for cleaning semiconductors between layers. Engineering assistance for the selection and sizing emergency diesel generator units for specific flood prone applications. Conducted training at SEMICON West on use of B31 piping to be used in the semiconductor industry.

FNT Consulting Services & Electrical Contracting (2001-present)

Owner/Consultant, FNT Consulting Services, specializing in the design, layout and installation of industrial electrical and piping systems thru our construction business. Projects have including installation of diesel generators for standby and emergency power, reliability analysis of electrical systems for critical mission support, new commercial electrical installations, stress analysis and hydrodynamic effects upon piping systems and structures.

Tokyo Electron (manufacturer of solid state chip manufacturing machinery), provided assistance with the design and code compliance of the super critical CO2 system-cleaning device.

U. S. Department of Defense, High Energy Laser Systems Test Facility, Strategic Defense Initiative (SDI), readiness analysis of systems and pressure vessels for life extension.

Participated on engineering review teams for both US Government and private clients to help engineering performance improve with their existing staff.

Eagle Research (2014-2012)

Staff member of Eagle Research, which is a primary contractor to USDOE and provides assistance to the USDOE in technical support staff to conduct nuclear and non-nuclear safety reviews in government run nuclear facilities within the US. Those reviews encompass electrical, nuclear, mechanical and structural safety of both the facility and safety of personnel at WTP and other DOE facilities. Member of the February 2008 inspection team and subsequent report titled, ”Hanford Site Waste Treatment and Immobilization Plant.” I co-authored the section on engineering design and safety bases in the WTP report which highlighted the weakness in the ITS service air system and potential vulnerabilities to a postulated ash-fall event and single failure analysis weaknesses. Proposed and developed a electrical maintenance program for the continued use of electrical power in the demolition of bldg. 324 which incorporated requirements of DOE Order 420.1.

United States Nuclear Regulatory Commission (2001-1980)

Senior Reviewer, Reviewed AP600, AP1000, ABWR and SBWR for severe accidents including corium containment in reactor cavity and lower drywell. I performed the analysis and review of AFW over pressurization event for Rancho Seco Nuclear Generating Station, Sacramento, CA. SRI at Rancho Seco during restart of the facility following the loss of power to the ICS and subsequent over-cooling event. Supervised 4 professional staff and coordinated with HQ licensing staff for restart of facility following an IIT. SRI at Rancho Seco during the low-pressure rotor replacement due to keyway cracking in the disks. Team leader for the 22-member team inspection addressing the conduct of safety related maintenance and installation the main turbine generator set at the Palo Verde Nuclear Station. Reviewed analysis for San Onofre Nuclear Generating Station, Unit 1 restart following main feedwater water hammer and loss of power event. Coordinated restart activities following IIT. RI of San Onofre Nuclear Generating Station, Unit 1 during the Loss of Offsite Power and Main Feedwater Event and participated with the subsequent headquarters Incident Investigation Team following the loss of off-site power event. RI of San Onofre Nuclear Generating Station, Unit 2 during the main generator hydrogen fire and subsequent exciter failure that lead to a complete refurbishment of the turbine generator set. Reviewed all BWR wetwell strainer testing and modification for increased debris and hydrodynamic loading.

Burn & Roe, Inc. Engineers and Constructors, (1973-1980)

Engineer Grade 3, Analysis WNP2 sacrificial shield wall for over-turning moment from a pipe break at vessel nozzle. Performed blowdown analysis WNP2 containment analysis. Calculated WNP2 pipe whip and jet impingement loads for postulated breaks in the reactor and turbine buildings. Analysis of steam generator compartments from a postulated pipe break for PNPP1, Laguna Verde and Forked River stations. Participated in the design of the Forked River turbine generator pedestal and structural mat. Layout of the lube oil filter skid and storage tank including the stress analysis of the piping. Stress analysis (ANSI B31.1) of the main steam piping from the containment isolation valves to the turbine main stop valves and the MSR drain lines.
