HUMAN RESOURCES SPECIALIST

HR Specialist for the Benefits Section. Worker's Compensation Program (WCP) Manager, prepares status reports for the HRO and director on the WCP, develops new or proposed policies, procedures and guidelines and/or makes recommendations for changes. Provides managers and employees with information relating to filing WCP claims. Reviews workers' compensation cases and performs fact finding as needed. Works closely with claims examiners in the Office of Worker's Compensation, Department of Labor.

Subject Matter Expert on benefit program entitlements/options and on the interpretation of the policies, procedures and guidelines governing the program.

Facilitated the programs of the Family Medical Leave Act, Advanced Sick and Annual Leave Program, the Voluntary Leave Transfer Program and the Restored Leave Program by reviewing documents, provided advice to employees and supervisors and developed approval documents for the Human Resource Manager and Medical Director. SENIOR NUCLEAR OPERATIONS TRAINING SPECIALIST

Training Coordinator for WTP Operations staff members; delegated authority by management to assign and track personnel training requirements and monitor qualifications and certifications as required by policy and procedures in the LMS - both within the project and in compliance with DOE standards. Updated managers on queries and reports from the LMS database to ensure employee training and qualifications were maintained current. Responsible for analyzing, developing, and implementing training material for the Hanford General Employee Training (HGET), Project Orientation, and Core Training Requirements. Assisted in the development of training materials and the delivery of material including specific training for all project Training Coordinators. Organized training through private institutions for the WTP Project which included coordination with managers and employees. Assisted in the maintenance of training files and documentation. Trained new employees on the use of the Learning Management System (LMS) and how to enroll and track personnel required training.

Reviewed and participated in generating and maintaining administrative procedures for the training organization; particularly with regard to regulatory requirements, e.g. WTP Quality Assurance Manual, Department of Energy (DOE), and the Nuclear Regulatory Commission (NRC). Specifically, DOE 10 CFR 830, DOE O 5480.20A, DOE O 414.1, DOE Handbook 1074-95, and NRC Regulatory Guide 1.8 and NRC §50.120.

Responsible for all Human Resources duties for Training and Procedures organization and acts as interface with Project Human Resources. Actively recruited applicants for vacant positions, worked with the Navy Nuclear Base in WA to promote the hire of Navy Nuclear personnel. Designed and developed spreadsheets to monitor, internal transfers, and exits, internal and external employee professional development and any information related to support services for the employee.

Responsible for the lower-tier management assessments of the Training and Procedures organization. This responsibility included research, documentation of any discrepancies and recommendations to management.

Staffing/Recruitment

Responsible for staffing, coordinated with respective managers in the development of position descriptions and review of posting requisitions. Advised managers on the appropriate type of posting, required posting dates, and requirements in accordance with Bechtel Policy and Procedures. Responsible for screening all resumes/applications for external and internal candidates, scheduling, and coordinating interviews, and pre-interview paperwork for all applicants. Provided guidance to the hiring manager prior to job offers, negotiated start dates, and coordinated the post interview paperwork for the selected applicant.

Operations

Processed all new employees to the project, which included conducting new hire benefits orientation and the distribution of company materials. Prepared all on-boarding documentation, including I-9 verifications. Answered questions in regards to benefits and using the Bechtel automated system to enroll. Handled and resolved employee issues related to specific benefits and records. Verified education and employment of all new hires, rehires and transfers according to Bechtel Policies and Procedures and coordinated any discrepancies with Employee Relations. Point of Contact for the Annual Reviews (AR) for the project; which involved answering questions, monitoring, developing, and compiling metrics for the monthly AR Report to WTP Senior and Line managers. Provided data input into Bechtel’s Personnel Management System (SAP) as needed. Responded to and answered questions from the WTP-HR Help Desk on a wide variety of HR related issues. Created and tracked Personnel Action Notices (PANs) for all transfers/terminations, and processed final termination paperwork. Administrator for the BSII and WTP Mentoring Program and the newly created Job Rotation Program, this included providing matrixes, answering questions from management and employees and coordinating activities related to the programs.
