ANDREW C. MILLS 2

Principal Engineer / MACTEC Engineering and Consulting, Blue Bell, PA Jan 2001 – Oct 2011

Served as project manager and principal investigator on hydrologic projects.

Developed and tested numerous computer applications in Fortran based on analytical equations for multiple-well pumping, tidal fluctuations, slug-test analysis, pumping-test analysis, contaminant migration, and data screening and manipulation.

Wrote and utilized Fortran programs that perform statistical tests required by regulatory agencies for evaluation of water-quality data.

Concentrated on groundwater quantitative analysis and assessments, including groundwater numerical modeling using the graphical-user-interface software Visual Modflow and Groundwater Vistas.

Created and maintained substantial project databases in Microsoft ACCESS, including developing numerous SQL queries some of which involved extracting and formatting data for use in quarterly or semi-annual reports to the clients.

Analyst/Programmer / Marketing Systems Group, Fort Washington, PA Apr 1998 – Jan 2001

Wrote computer programs in Fortran to extend and update a national database including phone numbers, geographic specifiers, and demographic data. Created and tested 50 new programs to supplement the 175 programs already making up the database update procedure. These new programs incorporated new approaches for insuring the accuracy of the final data products. Revised significantly 45 of the already existing programs to increase automation of the process, with check files created to document any changes formerly done manually, and to improve the accuracy of the results and the running efficiency. Created detailed documentation of the extensive procedures involved in the national database update process.

Wrote utility programs in Fortran, which streamlined tasks involving sorting, performing frequencies, as well as merging and appending data files. Also developed a moderately large program for performing cleaning and switching of area codes that have undergone splits making use of lookup tables.

Worked as a member of a two-person team to design and manage a national database of business data on a SQL Server using Microsoft SQL Server 2000. The project involved creating an application in Visual Basic (VB6) to select a universe of records and to create random samples from each selected universe from the business database.

Created a VB6 application for our production team to determine the status of telephone exchanges and zip codes in seven separate data sources for quarterly updates of the national database.

Developed three VB6 applications to allow account managers to easily access and query information from the national database, relating telephone exchange, zip code, county and demographic information. This involved first converting final data files from the national database update process to Microsoft Access.
