Work Experience and Competencies:

I was responsible for the facility management and environmental, health, and safety (EH&S) performance of employees, contractors and subcontractors for the United States Air Force (USAF) and NASA in my 39 years as a military officer, federal civil servant and government contractor. Responsible for meeting Fed-EPA, Cal-EPA, Fed-OSHA, Cal-OSHA requirements in support of aerospace, robotic, scientific, research, development and operational aerospace testing requirements. These overall functions included overseeing logistics, transportation, warehousing, maintenance and repair shops, fuel distribution, material distribution, facility maintenance, vehicle fleet management, security and plant protection, fire department operations, and

emergency operation center (EOC) functions.

As a environmental, health and safety (EH&S) manager at Edwards AFB, Dryden Flight Research Center (now known as Armstrong Flight Research Center) and NASA’s Jet Propulsion Laboratory (JPL). I was responsible for planning, budgeting, contracting, scheduling, inspecting and assessing all activities and provide oversight of all contracts and sub-contracts dealing with military and government compliance with Federal, State and local environmental, safety, health, fire protection, emergency response, continuity of operations planning (COOP), NPDES, RCRA, Clean Water, Clean Air, Superfund Clean-up, and Environmental Project Management at these locations

As the JT3’s Annex 1 EH&S Manager my duties encompass environmental protection, industrial hygiene, occupational safety and environmental health duties on Edwards AFB. My EH&S office was responsible for performing general EH&S support services with main focus on occupational safety, conduct job surveys, safety inspections, accident investigations, and perform job hazard analysis (JHA) and other directed assignments as either a member of an inspection team or as the sole investigator/inspector. Knowledge of general industry practices, facility maintenance, construction safety, machine guarding, industrial hygiene, ergonomics, hearing protection, electrical safety, lock out/tag out, arc flash, soldering and welding hazards, confirmed space, fall protection, roof hazards, tower climbing, vehicle safety, lifting devices, cranes & hoist, use of powered vehicles, hazardous material handling, hazardous waste disposal operations, chemical pharmacy operations, material safety data sheets (MSDS) and the newer Safety Data Sheets (SDS), hazardous communications, OSHA-VPP program, emergency planning, preparedness and response, and Continuity of Operations Planning (COOP) requirements.

My office was also responsible for conducting safety training classes (e.g. first aid/CPR/AED, confined space, lifting devices, Personal Fall Arresting Systems (PFAS), tower climbing, Hazard Communication, etc.) for employees. Knowledge of USAF ground safety and flight safety regulations and standards was essential in the performance of my job. My 34 years of experience help me administer a full array of EH&S program elements which complied with Fed-OSHA, Cal-OSHA, Air Quality Management District (AQMD) permit requirements, Safe Drinking Water Quality, Life Safety Codes, American Society of Mechanical Engineers (ASME), American National Standards Institute (ANSI), National Electric Code (NEC), National Electrical Manufacturing Association (NEMA), National Fire Protection Association (NFPA), National Institute for Occupational Safety and Health (NIOSH) and Air Force Occupational Safety and Health (AFOSH) standards and regulations plus knowledge in the use of industrial hygiene equipment, occupational health and safety sampling and interpreting analytical lab results.

My duties also included developing safety and health plans, develop JHA documents, conduct ergonomic evaluation, investigate workers compensation injuries and vehicle accidents and develop technical reports and studies. My primary duty was to communication ES&H requirements to the various work centers and inspect them on a monthly and sometimes weekly bases, write safety audits, analyze hazard assessments, develop detail investigation documents, write analytical IH report, analyze data for trending, brief management and employees on all EH&S issues, develop and write policy and safety program elements. The ability to communicate EH&S requirements to the various work centers required me to interpret applicable relevant and appropriate regulations and ensure compliance with Air Force directives, federal, state and local regulatory policies and procedures plus to identify and evaluates workplace hazards and risks, makes technical recommendations for corrective actions or mitigation measures, and know how to implement solutions. I also conducted injury and vehicle investigations, perform root cause analysis, and maintained metrics in an effort to reduce occupational accidents, injuries, and worker’s compensation costs to the serving organization
