I have intimate knowledge in relation to contractual requirements of both Government Accountability Office (GAO) and Office of Management and Budget (OMB). I have documented and developed customized performance management solutions compliant with the earned value requirements of ANSI-748. I have presented findings and recommended results to all levels of management from support staff to executive directors.

I have hands-on experience with a diversity of EVM Software used in implementation of a compliant or validated EVMS System.

I have assisted in EVMS execution by reviewing/analyzing acquisition planning documents relating to EVM such as acquisition strategies, Requests for Proposal (RFP) and EVM related Contract Data Requirements Listing (CDRL) in compliance with SMC Instructions; record assessment results. Produce/evaluate EVM related sections of acquisition reports such as the Selected Acquisition Report (SAR), Defense Acquisition Executive Summary (DAES), Monthly Acquisition Report (MAR) and Program Management Review (PMR) IAW applicable guidelines and best practices.

As the Senior Earned Value Analyst, I was responsible for the systems, processes, and data that support the Earned Value Management System (EVMS). In this position, I collected, processed, and distributed the information necessary to support the monthly EVM reporting cycle to the National Science Foundation (NSF). As the EV Analyst, I supported the Implementing Organizations (major subcontractors) with their delivery of EV based inputs, participated in the configuration/change control process and ensured the EVMS was representative of the actual performance of the program. In addition, I was lead on contract closeout for the contract valued at $386M.

Responsibilities included:

Implemented earned value management policies and procedures based on ANSI/EIA 748 guidelines and industry best practices.

Performed EVMS analysis to determine overall program performance, variances and risk areas. Participated in planning meetings and reports project health to project team members.
