Mr. Perry L. Carr has more than 15 years of experience in project management, facilities engineering, packaging engineering, and process engineering in FDA regulated and cGMP industries. Responsibilities included estimating total project cost; specifying and purchasing two (2) flow wrappers, two (2) case packers, one (1) case erector, and one (1) palletizer; managing multiple contractors in construction; and overseeing the complete qualification of the two (2) new packaging lines.

Nice-Pak Products, Joneboro, AR. Project Manager for a $750 thousand horizontal flow wrapping addition to an existing vertical flow wrapping packaging line. Responsibilities included estimating total project cost, designing equipment layout, purchasing slip torgue conveyor, managing installation, and managing the two (2) day weekend tie in to an existing operating packaging line.

CSL Behring, Bradley, IL., Building 3 Project Manager of a $1.1 million Belimed Autoclave installation. Responsibilities included specifying and purchasing the autoclave and managing the installation, commissioning and qualification of the autoclave.

CSL Behring, Bradley, IL., Building 16 Process Engineer and Construction Manager for a $5.5 million Filling Suite Addition. Responsibilities include specifying, purchasing, installing, and qualifying process equipment; managing construction activities; maintaining schedule and budget; and managing change controls in Trackwise.

Sigma-Tau PharmaSource, Indianapolis, IN. Project Manager for $2.0 million Manufacturing Area Expansion. Responsibilities included estimating budget, creating Scope of Work/Basis of Design, selecting contractors, managing budget, managing schedule, and overseeing construction.

Enzon Pharmaceuticals, Indianapolis, IN. Process Engineer for the $600 thousand replacement of a Vial Washing System. Responsibilities included selecting an installation contractor, managing the installation, assisting with start-up, and assisting with system qualification.

Enzon Pharmaceuticals, Indianapolis, IN. Project Manager for the $300 thousand replacement of a Mixed-Bed De-Ionized (DI) Water System with a Reverse Osmosis (RO) / Electro-De-Ionization (EDI) Water System. Project Engineer for an $8 million expansion of LTC South Utilities’ “Water For Injection (WFI) Quality” water storage and distribution system. Responsibilities included managing a team of 8 engineers through engineering design, automation, construction support, start-up, commissioning, and qualification.

Eli Lilly & Company, Indianapolis, IN., Building 105. Project Engineer for a $4 million installation of two (2) new, completely qualified, WFI Multiple-Effect Stills. Responsibilities included performing the process engineering design, managing the system start-up using building resources, and leading a four (4) engineer qualification team.

Eli Lilly & Company, Indianapolis, IN., Building 328. Process Engineer for a $7 million Mammalian Cell Cultures Laboratory Renovation of a former manufacturing area. Responsibilities included designing purified water, process air, N2, O2, & CO2 distribution systems; sizing process equipment (cabinet washer, autoclave); purchasing all laboratory equipment (incubators, shakers, cell analyzers); and managing the commissioning.

Eli Lilly & Company, Indianapolis, IN., Building 132. Process Engineer for a $2 million installation of a stripping column to strip Methyl-Isocyanurate from a formic acid stream using plant steam. Responsibilities included designing, specifying, and purchasing process equipment (Teflon lined stripping column & Hasteloy 276 heat exchangers) for a very small area with limited headroom and all performed in accordance within six (6) month “fast-track” schedule.

Eli Lilly & Company, Indianapolis, IN., Building 105. Process Engineer for a $3 million engineering design of a new complete building-wide WFI distribution system. Responsibilities included sizing distribution piping and pumps with respect to very precise pressure and flow requirements; specifying multiple zero dead leg, diaphragm valve manifolds; and developing a qualification strategy for the new distribution system while the new and existing distribution systems pulled WFI from the same storage system.

Eli Lilly & Company, Indianapolis, IN., Building 334A. Process Engineer for the engineering design of a new “WFI quality” water storage and distribution system that was part of a $10 million Cell Preservation Laboratory. Responsibilities included sizing/specifying distribution piping, distribution pumps, and a storage tank.

Eli Lilly & Company, Indianapolis, IN., Building 328. Process Engineer for a $3 million retrofit of a laboratory to a pilot plant to produce clinical trial quantities of Xigris. Responsibilities included designing utility distribution systems, waste piping systems, and specifying feed and harvest pumps for bioreactors.

Wiser Oil Company, Oneida, KY. Project Manager, of a 6 member team, for a $250 thousand refrigeration conversion from R22 to Propane in a 6 million cubic feet per day natural gas stripping facility. Responsibilities included scheduling the facility shutdown; managing the R22 reclaiming, assisting the screw compressor replacement, overseeing the insulation subcontractors, and making sure the project finished on time.
