Rapidly promoted to role functioning as the city's lead attorney on issues
related to water quality. Served as the City of Philadelphia's Pretreatment
Enforcement Attorney under the federal Clean Water Act and in collaboration
with the US Environmental Protection Agency. Counseled Water commissioner
and other city officials regarding Environmental Law, regulatory issues and
rates. Defined enduring Freedom of Information Act policies. Created a top-
quality year-round legal internship program to develop tomorrow's leaders,
which continues today.
. Led legal response to a chemical spill by an international corporation
that required temporary shut-down of some City water intakes, with
extensive media coverage. Negotiated a $100K+ settlement to reimburse the
City for all expenses incurred.
. As Pretreatment Enforcement Attorney under the Clean Water Act, managed
and resolved numerous disputes resulting in corrective action plans,
Consent Decrees and Agreements or revocation of permits.
. Transformed stormwater management and building development regulations
citywide by leveraging strategy and public relations to overcome
opposition, building consensus with real estate developers and community
leaders.
. Spearheaded the RFQ and RFP processes for an innovative new $400M
biosolids recycling program to reduce liability and operating costs
through technology innovation of a portion of the core business for 20
years.
. Developed comprehensive expertise in water regulations and completed the
"insurmountable" task of systematically revising the Philadelphia Water
Department regulations to be user-friendly and accessible online.
