Duties: Business/Systems Analyst

At the request of the Republic of Mexico, Ministry of Health, acting through the George E. Brown U.S.-Mexico Foundation for Science (FUMEC) and Department of Health and Human Services, performed a needs assessment for an Early Warning Infectious Disease Surveillance (EWIDS) System. My role on this project was as the lead business analyst I was personally responsible for determining the system requirements through personal interviews, facilitating stakeholder meetings, direct observations, database analysis, and document collection/analysis. Additionally worked closely with the network team to analyze the infrastructure to identify potential hardware/communications issues. I developed the process models as they related to the users current processes and the new and/or updated processes based on the needs assessment. This assessment served as the foundation for the system specifications of EWIDS System for the Ministry of Health.

Based on the EWIDS assessment, and working as the lead business analyst with the Mexican Federal and State stakeholders over an 18 month period I developed the system specifications for a SharePoint solution for the EWIDS system. As lead BA I was responsible for use case examples, user interfaces, design of InfoPath Forms, workflows, dashboards and graphs. Through stakeholder meetings at both the Federal and State level, I obtained user signoff related to user interfaces. I designed and tested external data interfaces to several MS SQL databases, documented the interfaces for the development team. Working with the technical team to identify those elements need for stress testing of the system, identified potential data volume impacts and potential solutions to these issues.

I was responsible for providing both business analyst and technical analysis for responses to various RFP’s and RFI’s working as the lead business analyst and team member representing the company on the successful winning two major government contracts the NITAAC CIO-SP3 contract a ten year Indefinite Delivery/Indefinite Quantity (IDIQ) contract which is designed to permit NIH, DHHS, and other federal agencies to acquire a wide range of Information Technology (IT) services. The other is the Air Force Global Engineering, Integration and Technical Assistance 2011 (GEITA11) an environmental and IT support contract. Currently my role is to provide business analyst and response recommendations for various task orders released through these two contract vehicle.

As the lead BA I was responsible for working with the World Bank Security Group and other departments in designing a Security Management System. Using an agile development SDLC, I gathered requirements, performed business analysis, developed system specifications managed user acceptance testing, and successfully implemented a system used by 183 locations worldwide. I developed and maintained both the user and system documentation for the system. Worked with the users in the development of the UAT/QA criteria and insured all criteria were met. Once implemented I provided customer support and performed analysis for user requested modifications. This analysis included determining the impact on the system, modification cost, and development of programming specifications, user acceptance testing, and implantation into production.

With my role as Senior BA on the project my responsibility was to design, oversee the development, and installation for the World Bank Finance Corporation an Emergency Operations Center Management System for the International Finance Corporation a group within the World Bank. I was responsible for the review and analysis of the Continuity of Operations Plan (COOP) to determine how best to automate the plan. This included insuring all relevant data was captured, work flow and escalations decision points were identified, and the system was user friendly and 508 compliant. Based on this analysis developed the system requirements and specifications, obtain user acceptance of the design and worked closely with the development team and user to insure successful implementation of the system.

As lead BA I worked closely with various user groups in the Metropolitan Water District of Southern California (MWD) HR Department and Workplace Health & Safety Department a large water utility company in southern California in the development of a Corporate Training System. I was responsible for evaluating their current training system and identifying new and/or updated requirements as it related to the management of employee training data in the new system. This was accomplished through stakeholder meetings, review of documents, and Federal, State, Local, and Union requirements. Based up this analysis developed use case document, user input prototypes, report examples to obtain user signoff. Developed system specification, designed interfaces to internal legacy systems, developed user acceptance/quality assurance documents and work closely with the development team during the development, testing, installation and user training cycle.

As the primary BA for this project I was responsible for using all phases associated with application lifecycle management (ALM) developed for the University of Galway, Ireland Teaching Hospital an ICU Data Management system. Though meetings with the nurses and analyzing the various documents used in the performance of their job identified those elements that could be automated. These included for example medication, T.P.R. & B.P., medical notes, laboratory results, electrocardiogram, chest x-ray, bone x-ray, neurological observations etc. I documented the user requirements, designed inputs, managed the user acceptance testing, QA validation and provided ongoing support after installation. Source code and issue management for this particular product was managed through various TFS options.

For the International Monetary Fund (IMF) Facilities Group and Engineering Department my role was to provide business/systems analysis using a waterfall methodology for development of an Asset Management System. This responsibility encompassed performing a detailed analysis and included user interviews, analysis of current processes and procedures, documents and review of company and regulator policies. Based on the analysis development a proof of concept document which was presented and accepted by the stakeholders. Based on their acceptance developed the program specification, database interfaces to both internal and external data sources, user acceptance test documents, and QA data validation. Additionally, this project included an analysis of the IMF’s infrastructure, interfaces to existing databases and using new technology (PDA scanners and barcode printers) to insure successful implementation of the system.

Within the role of Senior BA I was responsible for ensuring compliance with Federal, State and Local environmental regulations was instrumental in providing Business/System Analysis for two large power and water utilities in Southern California Los Angeles Department of Water & Power, MWD and the IMF in the development of an Industrial Hygiene/Risk Assessment data management system. This project encompassed all aspects of the application lifecycle management (AML) elements including requirements management, software architecture, computer programming, software testing, software maintenance, change management, continuous integration, project management, and release management insuring all regulatory needs were met.

Working closely with the IMF HR Department, Facilities Group, and several Ergonomist my role as BA was providing analysis for the development of an Ergonomic Management System. I was responsible for user interviews, use case examples, process modeling, and analysis of interfaces to internal data sources I developed the necessary development documents, obtained user acceptance and provided specifications to the development team. I developed the user acceptance criteria, tracked changes based on user testing, and provided user training once the system was implemented.

Using CMMI 2 agile SDLC methodology as lead BA I was responsible for providing systems analysis for MWD a utility company in Southern California in the design, development and implantation of a Permit Management System. Meet with various user groups from their 37 facilities to determine the system requirements. Analyzed Federal, State, and Local regulations related to Permits to insure the systems met regulatory requirements. Developed program specifications, designed data interface requirements both internal and external, developed user acceptance test criteria, track testing results and insured all user testing was completed successfully. Developed user training documents, was primary customer point of contact related to system for all modifications and system upgrades.

I was the primary business analyst for the IMF Health Safety and Environmental (HSE) website. I was responsible for providing the analysis to design a website that supported the ISO 14001 Environmental Management standards. Based upon a Gap Analysis performed by another company I determined what elements need to be available on the website. I conducted user group meetings to identify what documents both internal and external needed to be accessed. Identified what data the users wanted available for reporting and what selection criteria, and provided data analysis, developed query SQL’s for data retrieval. Based on this information designed the website, obtained user design acceptance, and provided required specifications to the development team. Developed the user acceptance testing document, conducted user acceptance testing, I was the primary point of contact for all user modifications Through this system the IMF was able to access various types of information managed through other applications such as ergonomic results, products used at the IMF, Safety Data Sheets, industrial hygiene sample results, environmental and health policies and procedures, etc. The system was developed using a combination of ASP, HTML and Java webpages and components.
