Responsible for the day to day project and staff management at small general civil engineering and survey firm, located in Fife, WA. The firm provided planning, environmental, road, storm and site design services catering to the needs of a variety of public and private clients. Services included: planning and preparation of development plans and contract documents for light commercial, commercial, short plats, full plats, and industrial clients, design of arterial road and municipal drainage improvement projects, stormwater monitoring and NPDES compliance reports and plans, and other general civil engineer functions. Duties included: assisting in firm marketing to public and private clients, preparation and oversight of project scopes, schedules and budgets, client coordination, subconsultant selection and work oversight, staff selection and development, conducting quality assurance and quality control reviews and assisting in the preparation of plans, specifications and estimates. Significant accomplishments include:
•Planning, preliminary design and SEPA environmental review for 20th Street East Road Improvement Project in Fife, WA. This 1.4 mile, $7.2 million project will help to establish a downtown core within the city be providing a pedestrian friendly roadway with urban amenities per city planning documents. Project was placed on hold in 2010 pending final funding.
•Assisting in the preparation of new Storm Water Ordinances, stormwater program, and stormwater CIP for the City of Edgewood, in compliance with NPDES Phase 2 requirements and to correct immediate and long-term water quality and quantity problems within the city.
•Project Management of the design and construction of the Emergency Repair of the EDA Pump Station for the City of Fife. This multi-agency project completed on the Blair Waterway was completed ahead of schedule and under budget.
•The successful completion of a variety of small and medium sized public and private development projects with values of between $100,000 and $1.5 million dollars. Work on these improvements included overseeing the design, permitting and construction management of road, parking, drainage, water, sanitary sewer, and other site development improvements for commercial, residential and subdivision projects located in Fife, Tacoma and surrounding communities.
June 2001 to September 2007, Capital Project Manager/City Engineer, City of Burien, WA.
Program Manager, for the City's Capital Improvement Program, responsible for the overseeing the management of the planning, design and construction phases of the City’s Capital Improvement Program (transportation, surface water, parks and other improvements) with an average annual budget of approximately $15 million. Additionally, served as City Engineer as required by under local ordinance and Washington State Law, and provided direct supervision of a staff of three engineers and other support personnel. Significant accomplishments include:
•Overseeing the design and construction of the Maplewood Drive SW road repair project following the Nisqually Quake. This 0.4 mile, $6.3 million project involved the reconstruction of a collector arterial with major uphill and downhill retaining walls following the failure of the steep hillside. The project was awarded the 2006 National APWA emergency project of the year for projects of less than $10 million.
•Project management of the Southwest 152nd Street project that was the first of multiple planned and constructed projects that have transformed the heart of the city from an auto oriented corridor to a pedestrian friendly streetscape area and has lead to the redevelopment of the downtown core.
•Design, SEPA and NEPA environmental review and permitting of multiple road, drainage, and park projects totaling $18.2 million related to linked to the development of the Burien Town Square.
•Established procedures and guidelines necessary to allow the City to become a fully certified local agency for the administration of FHWA projects for both right-of-way acquisition and construction.

Jan. 1992 to August 2001, King County Department of Transportation, Roads Services Division, Engineering Services Section. The positions I held are as described below.
May 93- June 2001 Senior Engineer, Project Management and Design Unit
Project manager for large capital road and bridge improvement projects in incorporated and
unincorporated areas of King County. My principle areas of responsibility included: Project Management activities associated with the preparation of plans, specifications and estimates and for providing construction oversight. Supervising county engineering and technical staff and creating a work atmosphere that encouraged career development and candor. Project accomplishments included:
•Overseeing the preparation of the Feasibility Studies, SEPA EIS, and design of the Sammamish Access
Road and additionally representing King County’s interest on technical committees for the connecting Sunset Interchange Project within the City of Issaquah. This 3.5 mile, $70 million, corridor project included multiple wetland and stream crossings, developer participation and multiple agency coordination.
•Overseeing the preparation of the SEPA Environmental Impact Statement and preliminary designs of the controversial Lakemont Boulevard Southeast Extension project constructed by the City of Bellevue. This 1.1 mile, $18.5 million, project located within the environmentally sensitive Lewis Canyon included: a salmonid bearing stream system, wetlands, erosion and landslide hazards, and well organized opposition to the project by several environmental groups concerned with potential impacts to Lake Sammamish;
•Northeast 124th Street Corridor Project, NE 132nd St. to SR-202. This 2.2 mile, $27 corridor project widened the roadway from 2 to 4 and 5 lanes and provided drainage, lighting, signalization, pedestrian and other improvements. The project also included the restoration and relocation of approximately 3500 LF of salmonid bearing stream.
•Represented Road Services Division and King County interests during the preparation of the 1995, 1998 and 2000 King County Surface Water Manual updates and the preparation of the WSDOT Highway Runoff Manual.
January 92-to May 93, Engineer, Consultant Liaison Unit
Responsible for the review and preparation of plans, specifications and estimates for King County Road Capital Improvement Projects and related environmental documentation under the direction of a Senior Engineer and for consultant engineering contract management.
