Key Experience

Coded to obtain standard deviations and other statistical formulae in reports for the U.S. EPA The software monitored and controlled funding of environmental impact studies. The software reported on which studies or types of studies were requested, which received funding, for what duration of time, for what frequency in time, who and how many persons were involved, and combinations of these parameters. Another system tracked the transportation and incineration of medical waste. All of the regulated medical waste from five states in the northeast (100,000 hospitals, labs, veterinary clinics, and funeral homes, etc.) was monitored to promote knowledgeable decisions on how much waste is transported from which origin to which destination. The reporting discovered how much is stored how much is treated; how much is destroyed. It discovered which types of waste generators (hospitals, labs, etc.) create how much waste. The analysis ascertained how the waste incineration capacity of facilities was distributed geographically.

Analyzed technical data to discover previously unknown facts about U.S. nuclear power plants. Created programs and reports to find correlations between safety and construction data and the rates of various officially cited incidents and mechanical flaws which occurred over time. Complex screening mechanisms were used to filter the data through numerous simultaneous variables.

Programmed and implemented software to measure efficiencies in transportation cost as bid from multiple transportation companies across hundreds of transport routes. Gave clients a capability to rank transportation companies in more than one way, and synthesize the rankings for use in their contract award decisions.

Built a student information system, used by 500+ U.S. Marines to provide their personal and academic histories for Marine Corps University at Quantico. Constructed in ASP.NET with in C#, using MS SQL Server, the app required a synthesis of requirements elicited from disparate stakeholders. Multiple user levels accommodate filtering by student classifications, and provide different functionalities for admin and non-admin users. Wrote related documentation for both technical and user perspectives. Initiated conversion of the app to a SharePoint platform under Windows 2008 for the next enrollment, converting the core tables to SharePoint lists and creating master/detail linkages with keys passed as query strings in URLs.

Enhanced, maintained and documented an application for its Office of Labor Relations. Serving 90+ users in 32 field offices nationwide on a daily basis, customer was very satisfied with this work. Performed analysis, requirements specifications, coding, test procedures, and technical writings. Maintained an MS SQL Server database with scripts under controlled configuration management over multiple releases.

Built a web application for data entry and reporting upon CMMI corporate metrics. Collected operational data submitted monthly by project managers. Used .NET, C# and SQL Server to discover previously unseen patterns and performance deficiencies in the 30+ longitudinally tracked metrics.

Maintained a large Windows/PowerBuilder application with Oracle database, deployed by the U.S. Dept of State. Created enhancements and mods to linked EPA software modules; maintaining the integrity of both data and reports of the EPA's Toxics Release Inventory (TRI). Played key roles in the analysis, testing, and final conversion of the Inventory from DBF files to an Oracle RDMS, using Windows programming, Oracle SQL, and PL SQL.

Language Analysis Systems, Inc. Software Engineer March 1994 = March 1997

Modified, tested, tracked and installed linguistic and site-specific parameters for a security-centered application. Delivered this work monthly to the Department of State for distribution to 98% of U.S. Embassies world-wide. The application used the State Department's Visa Lookout Database (VLDB); 4 million records.

Information Management Consultants (IMC) Software Engineer Feb 1990 - February 1993

Coded, tested, installed, and enhanced DISA's "Acquisition Planning and Tracking System" (APTS). Used pre-designed requirements specs to single-handedly build this application. The application organized, tracked, and projected chronological milestones for the acquisitions/procurements process of DISA's associated federal agencies. Application had 400 registered users. Received letter of commendation for the design, creation, installation, and documentation of two automated systems for the Office of the Secretary of the Army: A time management / calendar display system automated and publicized the Secretary's schedule. A task tracking system coordinated and monitored who was involved, in what ways, for what time periods, in which tasks processed through the Secretary's office.
