Defense Logistics Agency Philadelphia (LTM Inc) - I am Project Manager
for a prototype (surge) project in support of DLA Philadelphia Troop
Support. Location: DSCC DLA Land & Maritime. I earned Contracting Officer
access to EBS, AMPS validation and protocols. Pilot project mission to
reduce severe backlog of purchase requisitions that did not auto process
EBS. Metrics established via contract. Personnel: 3 direct report Team
Leads, 16 inexperienced Logistician/Contract Specialist positions. Under
my leadership the Project results are as follows:
1. My project exceeded standard metrics each month with an actual
combined metrics rate of 177% of standard.
2. I reduced personnel direct labor cost by 15%.
3. My prototype Project was duplicated at DLA Philadelphia as a long
term contract (LTC).
4. 15 of 20 personnel I trained were retained by the host company
(LTM Inc) at DSCC.
5. My project completed on-time and under budget.
6. I am credited by the Client with saving thousands of man-hours,
significant reduction in operations backlog.
I assumed responsibility for start up operations of high volume purchase
requisition processing. My mission included generating original reports,
charts, analysis, policies & procedures. I trained inexperienced personnel
in relevant aspects of FAR based Simplified Acquisition Processes and, pre
award contracts file management. I directed personnel responses to complex
questions from clients, product specialists, contracting officers, customer
account specialists, managers. I created and implemented effective
operational strategies for remedy of highly diverse logistical, contractual
and technical issues. I wrote personnel evaluations and initiated
corrective action to maintain operational goals.

I held signature authority. My responsibilities included but are not
limited to: contracts, subcontracts, purchase orders, modifications,
blanket purchase agreements, master labor agreements, work orders and
any/all other contractual documents. I had supervisory responsibility of a
staff of highly diversified local personnel. I was responsible for writing
requests for quotes (RFQ) and requests for proposal (RFP). I was
responsible for financial analysis of proposals received. I wrote
justification of price / cost. I advised and instructed the Project

Team member Task Force for Business and Stability Operations (TFBSO -
Iraq) I was the subject matter expert relative to financial / procurement
(FAR/FIDIC) application and law. Support and advise Iraq ministries and
provinces to develop best practices in line with global market. I advised
budget v actual expenditures. I effectively managed relationships with the
government of Iraq to include ministers, deputy generals/ministers in the
Ministries of Oil, Communication, Industry & Minerals, Transportation and
Planning and the Independent High Elections Commission. Orchestrate high-
level discussions with foreign trade delegations seeking entry into the
Iraqi national market. I consulted with the Grant Thornton legal division
in evaluating systems, interpreting contracts and recommending changes in
procurement law to the Ministry of Defense, Ministry of Oil and Ministry of
the Interior. Built highly educated, savvy multinational team.

complex government and commercial applications)
I led a compliance/oversight team in conducting legal and quantitative
(trend analysis) of contract line items to ensure optimal supplier
performance, cost containment, fulfillment of contract terms and
conditions, quality control and security. Recommended and implemented
change orders and proposals to maximize performance in all substandard
areas. Significantly improved file repair, reporting estimates and actual
cost incurred. Worked with technical teams to resolve systems problems.

HALLIBURTON, INC. (NYSE:HAL) Manager, Procurement, Supply, Materials (PSM)
(2005-2007), Tallil Airbase, Iraq Client DOD (global engineering,
construction, and services company supporting energy, petrochemical and
government/civilian infrastructure)
I led 300+ member multinational procurement, subcontractor, finance and
legal staff supporting Government & Infrastructure Division in southern
Iraq. I earned a $1 million signature authority to sign very complex
contracts, POs, change orders, master agreements and work releases. I
directed all aspects of supply chain including vendor relations, price-cost
analysis. I was responsible for transportation of material (water, fuel,
food, sundries) and inventoried property for 4 bases in southern Iraq. I
controlled a property inventory estimated at over $1.0 billion.
Defined/rolled out RFP criteria. Drove cost-saving discipline throughout
organization. I eliminated A/P aging. I personally administered the highest-
risk contracts. I designed new processes and trained staff in contract
negotiations and audit. I passed each of 7 Code of Business Conduct
examinations. Partnered with military, LOGCAP III legal and compliance
officials to ensure contract alignment with all regulations and governing
agencies.

(startup, full-service personalized embroidery design and textile

I held full P&L responsibility for new company launch. I identified and
secured venture funding. I wrote commercial contracts with vendors and
clients. I grew my personnel to 11. I performed strategic planning, M&A
analysis and all manner of procurement and financial functions. I
facilitated entry into new markets. Acquired / operated / maintained
large industrial embroidery and sewing machines.

I structured proposals and negotiated complex contracts with Boeing/USAF

UNC AVIATION SERVICES, Consultant (1991-1992), Annapolis,MD I wrote the
pricing section for an RFP relative to acquiring the workload of Newark
AFB, OH. The project lasted one year and consisted of over 500 contract
line items. The complex proposal considered a base year with 4 option
years totaling approximately 2500 line items.

guidance systems and calibration of AF equipment)
Analysis of vendor proposals. Wrote Special Terms & Conditions relative
to highly technical instrument specifications. Solicitations concerned
sophisticated electronics for test equipment related to inertial navigation
systems for ICBM and, requirements for establishing USAF Metrology
Laboratories worldwide. Closed out contracts prior to Privatization in
Place of workload in accordance with BRAC guidelines.
