Led development of a $100M+ Land Mobile Radio replacement program for 33 globally diverse oil refineries
including grass-roots requirements gathering, RFP development, supplier negotiations and resource planning.
Overcame a 40-year historical resistance from end-users with disparately owned systems, technologies and support
models by directing towards a unified global strategy utilizing a few select regional suppliers providing complete
turn-key projects for infrastructure, handsets and support for 10+ years across North America, Europe and Asia-Pac
refinery sites.
Managed a team of 12 engineers and technicians in a newly formed organization. Within 30 days instituted simplified

- Organize and aggregate spend plans for multiple 4G IMS platforms – monitor and control current and next year spend
plan across all project timing and monthly spend demand intervals.
- Create project funding requests by platform and assign to buyers for purchase orders to be cut
- Track status of funding, purchase order completion and accurate estimation and completion of receipts for hardware,
software, services and licenses.
- Regularly assess spend tracking to plan and work with IMS Engineering managers to assure sufficient spend is in
process to hit monthly, quarterly and annual targets.
- Trending analysis and ad hoc reporting, with particular demand near month/quarter end to assure financial

- Run and publish month end results and the next 2 month’s forecast, present at biweekly IMS staff meeting.
- Adjust forecasts as trends become clearer and close any gaps created from forecast adjustment with additional
