1 Program and Project Management
. Pioneered the use of advanced project management procedures and tools in
a large telecommunications company. Overcame senior management concerns
regarding costs involved in implementing those tools and procedures.
. Assumed management of a $3.2 million revenue collection system project,
which was in serious trouble due to cost overruns, and a high turnover of
its managers. Developed an estimate of the investment required to bring
it to completion. Senior management accepted my recommendation to
terminate the project, resulting in cost saving of more than $2 million.
. Restarted a stalled $20 million program to implement a Low Earth Orbit
(LEO) satellite Global Communications Network revenue collection system
by effectively managing and delivering to client expectations.
. Developed Project Management Standards for an $800 million Competitive
Local Exchange Carrier (CLEC) startup. Mentored and Trained other staff
in effective Project Management techniques
. Designed, and developed solutions for an IT Voice and Data communications
program with serious cost and schedule overruns. Effectively negotiated
the implementation of required process changes and solutions across 6
separate corporate functional areas and several third-party service and
component providers.
. Through the application of sound leadership and judgment I eliminated
root causes of problems for a stalled program designed to transfer voice
communications services from local ILEC service to CLEC service for 66
Sales, Operations and Central Office sites. Brought the project back on
track saving the corporation $1.2 million dollars in annual ILEC Service
charge costs.
. Brought order out of chaos by establishing an effective Change Control
Board Process which included reviews by Director Level Managers of all
changes to all production environments and required concurrence for
change across all affected user communities.
. Led a team of Operations Support Systems (OSS) and Regulatory Experts in
an OSS Compliance Audit of a large Incumbent Local Exchange Carrier for
the Public Utility Commission of Texas.
. Successfully managed a two million dollar project which consisted of two
separate teams of Estimating Subject Matter Experts in the development of
a new, enterprise wide Software Engineering Project Estimation Process
for the world's leading Internet Service Provider. Successes included the
complete overhaul and creation of estimating processes and tools that are
integrated with the firm's product development life cycle and project
management tool of choice
