Harvey Rogoff has over 42 years experience in the construction industry and more than 17 years with
Harper Construction Company. He has been involved in a wide variety of projects and his extensive
experience has prepared him to be exceptionally well qualified as Project Manager on a variety of
complex project types. He has been involved in all stages of project management, preconstruction, and
development, providing him with specific project experience in scheduling, contracts, construction law,
management and construction.
He has significant experience with Industrial, Commercial, Medical/Healthcare, University, Military, and
Design-Build projects. He is well versed in Systems Analysis, Value Engineering, and Design Resolution that
give him a basis to provide creative solutions to complex challenges while emphasizing a “win-win”
philosophy. As Project Manager, he oversees all administration and operations during both the design and
construction phases. He is responsible for the control of overall profitability, schedule management,
negotiation, and cost control. He is also qualified in safety and accident prevention, education and
training, compliance with OSHA, and EM-385-1-1 regulations, and our corporate safety program.

N62473-08-D-8617-0004. Design-Bid-Build construction of the new P-535 Aircraft Maintenance Hangar to
provide a new transient universal hangar facility at Marine Corps Air Station, Yuma, Arizona. The hangar
supports the training and maintenance operations of transient rotary wing aircraft (MV-22) deployed to
Marine Corps Air Station (MCAS) Yuma and also be compliant with F-35 Joint Strike Fighter (JSF) aircraft
maintenance requirements including a high bay space, crew and equipment space, administrative
space and Special Access Program Facility (SAPF) areas. The new 2-story F-35 Joint Strike Fighter (JSF)
compliant Aircraft Maintenance Hangar includes a high bay space (OH), crew and equipment space
(01), administrative space and Special Access Program Facility (SAPF) areas (02). The SAPF areas
incorporate the requirements of the Automatic Logistics Information system (ALIS). The new hangar is
designed to meet mission requirements of the F-35 JSF. New POV parking will include sun shades

Regimental Maintenance Complex (P-726) - Phase III, Las Pulgas 43 Area, MCB Camp Pendleton, CA.
Contract No.: N62473-08-D-8617-0003. Design-Build Contract. This project constructs Phase III of the
Regimental Maintenance Complex in the Las Pulgas Area 43 of MCB Camp Pendleton. The complex
includes design and construction of a Battalion/Squadron Headquarters, Engineering Maintenance
Facility, Conversion of Building 43574 into Storage Air/Ground and Applied Instruction Facility, and Heavy
Equipment Parking Area. The Battalion/Squadron Headquarters is an 18,159 sf, three-story, masonry
building and will provide administrative offices and other support functions. The Battalion/Squadron

other support functions. The Engineering Maintenance Facility is a 12,971 sf, one-story masonry building
and will provide repairs and maintenance of engineering construction equipment including tracked

tool room, restrooms/showers, locker room, framing support for 10-ton overhead bridge crane, and
administrative spaces. Existing Building 43574 will be converted for Storage of Air or Ground Organic
Units (14,424 sf) and an Applied Instruction Facility (5,177 sf) including an upgrade of the structural system
to meet current seismic codes, and a new standing seam metal roof. Includes demolition of existing
Buildings 43433 and 43432. The project achieved a USGBC LEED Platinum Certification. Total Square

Parkside Terrace Residential & Community Church, San Diego, CA. Parkside Terrace is a mixed-use
project located in downtown San Diego and combined a church facility and a mid-rise residential
structure. It is comprised of 77 affordable housing rental units intended for low-income residents (25
studios, 18 one-bedroom, 29 two-bedroom and 5 three-bedroom units), plus 700 SF of retail space, and
the East Village Community Church. The apartment project is built adjacent to and over the Church.
The housing portion of the project included residential units, an indoor community center, a computer
room, common laundry facilities and an outdoor community terrace with play-equipment. The East
Village Community Church was designed with 300 seats, in a vaulted sanctuary featuring an iconic
stained-glass cross at the corner of 14th Street & Island Avenue. The project focused on energy and
resource-efficiency and more healthy and durable conditions for the occupants. Electricity to the
common areas is provided by photovoltaic system. The project achieved LEED Platinum Certification
under the USGBC Homes Pilot Program. Parkside is the first affordable housing development in San
Diego to achieve a USGBC LEED certification for achievement in green homebuilding and design.

The Rock Church & Academy, NTC-Liberty Station, San Diego, CA. Construction of a combination
remodel and new construction of a religious school and church facility at the former Naval Training
Center site in San Diego. The multi-story Rock Church building will be 180 feet wide, three stories tall, and
443 feet long. Nearly 3 football fields could fit on the ground floor. This amazing space will become the
home to the Rock Church, Rock Academy School & Miles Ahead Ministries. The sanctuary will have
3,500 seats sloping down to a 60-foot wide center stage. The Rock Academy will be housed in 35,000
square feet of classroom space, with 21 separate classrooms for grades K-12. The classrooms are
designed for flexibility as The Rock University will use the classroom space during the evening and
weekends for adult education and training. A 6,000 square foot “Rockpile” Resource Center will be used
to supply students, faculty and members with books, bibles, study materials, music and clothing.
Connected to this bookstore will be the cafeteria, with over 500 seats, both inside and outside,
overlooking Rock Creek Park. The scope of work included the major demolition, renovation, and new
construction on the site of an existing building previously used by the Navy at the former Naval Training
Center. Approximately half of the existing structure was completely demolished, including all testing and
abatement of numerous hazardous materials. The area was replaced with the large and dramatic
sanctuary area. The balance of the existing building was completely gutted and remodeled into the
Academy classrooms, cafeteria, bookstore, administration offices, and support areas. The entire facility
was designed with state-of-the-art equipment and systems to provide a top quality experience for
students, faculty, church members, and visitors alike. Total Square Footage: 200,000 sf. Awarded

Air Traffic Control Tower (P-216), Naval Air Station (NAS) Lemoore, CA. Contract No.: N68711-02-D-8067-
0004. Design-Build Contract. Design-build construction of a new 10-story Air Traffic Control Tower. The
project scope included relocation of existing rooftop antennas, cameras, and equipment. The tower
included a briefing/break room, offices, training and storage rooms, stairway, elevator, restroom facilities
near the cab and locker room, and blast resistant windows. Also included in the project scope was the
demolition of the upper floors of the existing Control Tower (Bldg 5) and various modifications to the
remaining floors of Bldg 5 to make it suitable for future use. The lower floors of Bldg 5 will remain to
maintain utility services. Awarded 02/22/2006 – Completed 07/11/2008. Award Amount: $8,827,265 –
Final Contract Amount: $8,827,265.
Young Life - Oakbridge Club Room, Ramona, CA. Design-Build Contract. Design and construction of a
new Club Room at the existing Oakbridge Retreat Facility. Oakbridge is used as a multi-denominational
destination and retreat for various adult and youth groups associated with churches and youth
organizations. The facility has been developed over the course of 20 years with several additions and
improvements completed by Harper Construction in that time. Awarded 01/20/2006 – Completed
12/15/2006. Award Amount: $1,550,581– Final Contract Amount: $1,390,237.
G Lofts West, San Diego, CA. This mixed-use project is located in the heart of the newly redeveloped
community of East Village in Downtown San Diego. The project is adjacent to the Historic Gaslamp
Quarter and spans 6th Avenue on a corner location on G Street. The five-story project provides prime
retail and residential lofts in the heart of San Diego’s downtown. This mixed-use project includes 148 high-
end apartment homes, with retail space on the street level, and levels 2 thru 5 comprised of residential
units. Residential parking is provided in the underground garage. The structure was a multi-story building,
with wood floors, steel frames, and a combination of built-up and shingled roofing. All building products,
fixtures, hardware, and other system components were selected for high end residential living, and
designed for durability and energy efficiency. The design included dedicated service core areas
consisting of laundry facilities, vertical & horizontal circulations, janitor’s closets, and
mechanical/electrical space. Total Square Footage: 130,000 sf of 5-Story Apartment Building + 58,000 sf
of Parking. Awarded 07/21/2004 – Completed 12/07/2006. Award Amount: $18,614,000 – Final Contract
Amount: $19,472,882.
Catholic Charities, San Diego, CA. A multi-story residential project located in the heart of Downtown San
Diego. The project was designed as a transitional residence for in-need women. Harper Construction
Company assisted the developer and the owner (Catholic Charities) with the design and budgeting of

the project through the initial concept phases. The funding requirements of the project required
extensive value engineering and considerable conceptual estimating to insure that the project could
be delivered within budget. The structure was a multi-story wood-framed building, with wood floors &
steel frames. Awarded 12/01/2003 – Completed 04/15/2005. Final Contract Amount: $4,211,390.
Air Traffic Control Tower & Radar Air Traffic Control Center (P-474), MCAS Yuma, Arizona. Contract
No.: N68711-01-D-6223-0003. Construction of a pre-engineered building, including a 15-story high
Control Tower and an adjacent Radar Air Traffic Control Center. The Air Traffic Control Tower
(ATCT) and Radar Air Traffic Control Center (RATCC) include elements of a design-build process to
include: (1) a pre-engineering building; (2) communications duct bank; (3) pre-cast concrete
panels for the tower; and (4) fire sprinkler system and related work. The Radar Air Traffic Control
Center consists mostly of support offices designed for administrative functions. The control tower
includes an operations cab and was designed for both military and civilian air traffic control. All
aspects of the project were carefully coordinated with the Federal Aeronautics Administration
(FFA). Compliance with both the military and FAA Design Guidelines was critical to the successful
delivery of this project. A double security fence, turnstiles, and card readers were included for
security and Anti-terrorism/Force Protection (AT/FP) consideration. Also included in the scope was
the extensive routing of the communications duct bank and electrical cabling to the new tower
location. This included tunneling under the existing runway without disrupting on-going flight
operations, and conformance to Airfield Safety Criteria of NAVFAC P-80.3. Sitework includes a new
storm drainage system for the adjacent canyon, a public parking lot, and miscellaneous civil
structures for a city maintenance facility. Total Square Footage: 16,747 sf. Awarded 09/20/2002 –
Completed 03/28/2004. Award Amount: $7,564,399 – Final Contract Amount: $7,505,434.
Engine/Chassis Maintenance Training School (P-520), Naval Base Ventura, Port Hueneme, CA.
Contract No.: N68711-01-D-6217-0005. Design-Build Contract. Design-build construction of a
single-story, high-bay building intended for use as a vehicle maintenance school. The facility
included space for classrooms, administration areas, tool storage, and a large vehicle apron.
Classrooms and shops were provided with proper space for instructional mock-ups and displays
including engines or bulldozer chassis. The vehicle apron was been designed for dynamic loading
and the storage of full-size, heavy equipment vehicles. HAZMAT storage for vehicle fluid such as
lubricants, oils, antifreeze and hydraulic fluid was included in a designated space. The design
provided a reinforced masonry, high-bay building with a steel frame, concrete slab-on-grade, and
a standing seam metal roof. The standing seam metal roof included numerous skylights to optimize
natural daylighting. The interiors at the one-story classroom, tool room and office spaces were
metal stud framing with gypsum board. Attractive durable materials were used for the exterior
finishes including; CMU, aluminum louvers, aluminum windows, insulated metal doors with welded
frames, and aluminum soffits. Six existing buildings were demolished and require the removal and
disposal of lead, asbestos, and other hazardous materials. Special design features for Anti-terrorism
and Force Protection were included in the final design. Total Square Footage: 9,244 sf. Awarded
08/19/2002 –Completed 02/05/2004. Award Amount: $3,297,265 – Final Contract Amount:
$3,291,282.
U.S.D. East Campus Student Housing, 103 Student Apartments, University of San Diego, CA. Design-
Assist contract. The project consists of two (2) individual, Type 5 wood-framed buildings. The
project includes one 4-story and one 3-story building. The two buildings are three and four levels of
apartments with full kitchens and living rooms. Conference rooms are provided on the first and
third floors of the facility for large group meetings and classes. A convenience store is included on
the first floor of the four-story building. Includes 103 student apartments with 356 total beds,
designed in 2 & 4 bedroom configurations, plus several administration and multi-purpose areas.
Includes parking for 317 cars. The project is concrete podium construction, with three and four
levels of wood framing constructed above two levels of underground parking. The project site
included several challenges including: replacement of 650 linear ft. of the 54" RCP storm drain;
excavating and removing more than 50,000 cubic yards of earth, rubble and concrete debris;

installing 1,230 linear ft. of cast-in-place concrete caissons; installing 1,750 linear ft. of Keystone
retaining walls; relocating 1,500 ft. of 12 KVA power lines and transformers; and coordinating daily
activities and site access around campus sporting events and an operating Child Development
Center directly adjacent to the site. The entire project was accelerated on an extremely
aggressive fast-track schedule to accommodate the school year schedule. Total Square Footage:
248,471 sf (141,471 sq. ft. of wood frame structure over 107,000 sq. ft. of concrete garage). Phase 1

Navy Lodge Addition-100 Rooms, NAS North Island, Coronado, CA. Contract No.: N68711-94-C-
1653. Design-Build Contract. Design-build construction of a single multi-story project resembling a
private sector hotel. Included administration offices, 100 guestrooms, laundry facilities, and
covered porte cochere. The project is made up of a multi-story, 79,748 square foot structure. The
exterior architecture was traditional Spanish-influenced, stucco with a concrete tile roof, and tile
accents. Awarded 05/24/1995 – Completed 06/06/1996. Award Amount: $4,299,265– Final
Contract Amount: $4,546,999.
Maranatha Chapel, Rancho Bernardo, CA. Design-Build Contract. Three buildings including a
Sanctuary, a Classroom Building and a Fellowship Hall, with parking for 750 vehicles. The Sanctuary
Building is approximately 43,000 square feet and features an impressive glass foyer, and a 3,000
seat main chapel room with open ceiling, and numerous offices, a conference room, and a study.
The interior features olive wood and Jerusalem stone for an old world look. The Classroom Building
is an 18,187 square foot, two-story structure used to accommodate Sunday School and Bible Study
classes. The Fellowship Hall is a 9,720 square foot, single-story, multi-purpose room. Total Square
