driving Bus for The Utah Transit Authority. During this period I covered areas that was in and

As the sole proprietor and president of Western International Aircraft Reclamation, I have over 40
years of DOD acquisitioning/procurement experience. In this capacity I work directly with both the
Defense Logistics Agency (DLA) and branches of the United States armed services procuring
agencies. Western International provides engineering and technical assistance to the United States
Armed Services in support of their sustainment efforts for aircraft commodities and related
structures, in the manufacturing and overhaul of aircraft components. Such as hydraulic cylinders,
valves and airframe skins, braces, and such.
During this period of performance I have gained vast experience with utilizing the various
Technical Orders and Illustrated Parts Breakdown (IPBs). This experience has included but not
limited to reviewing, analyzing, researching Bill of Materials, engineering drawings and Military
Specifications and Standards. Also in this capacity I utilizing government systems, such as
D043A and Haystack to identify inventory demands based on commodity and system platform
usage and shortages. I interface routinely with Defense Materiel Reutilization Office (DMRO),
Defense Logistics Agency (DLA), Government Engineering, Equipment Specialist, Item
Management, Data Management and Acquisition groups at each Air Logistics Center (ALC). My
company has assisted these organizations my providing inventory management/control, cataloging,
engineering services, and configuration control. I work directly with the Special Program Officers
(SPO) utilizing Statements of Work (SOW) and Work Control Documents (WCM)

As owner and Vice President, my expertise was in managing inventory and production control.
I worked directly with many companies in purchasing and transporting processed and unprocessed
material. My responsibilities also included safety and the quality control handling of all material
processed and shipped to end customer.
Responsibility also included setting up the facility in a way that would be most productive and give
the best processing results for the amount of time involved. My expertise was used in purchasing
the best machinery, ring mills, eddy currents, magnetic separators, trommels, conveyor belts, fork
lifts, trucks and trailers for the assembly line and the movement of material.. This involved
contacting manufactures and negotiating the purchasing price of the machinery needed.

As the Procurement Officer for the Ogden Utah regional office I supported various aircraft parts
acquisition efforts for Ontario Air Parts, Fontana, California. My forty years of experience working
aircraft reclamation for the F4, C5, KC135, C130, F5, S2F, S2E, F15, F16, F105, F106, A10, and
other mature and proven aircraft. In this capacity I worked with aircraft system program officers,
logistics support offices along with their various staffing agencies. I worked directly with senior
level military officers, government civilian leadership and industry partners to assist in the
acquisition efforts of numerous aircraft commodities, major structural components and spare parts. I
have set up and established an overhaul shop for the repair of aircraft .hydraulics from large landing
gear to small canopy cylinders and valves. I have been involved with the day to day tasks of
overseeing the shop activity of ordering supplies, inventory control, work orders, safety, shipping
and receiving and inspection and quality control. I have worked with various aircraft Technical
Orders, Illustrated Parts Breakdown (IPBs), Bills of Materials (BOMs) Engineering Drawings, and
Military Specification and Standards. This experience has enabled me to provide Ontario Airparts
Inventory Control, Quality Assurance and Configuration Management for the procurement efforts
of all branches of our military services. I have a thorough understanding and hands on experience
working with National Stock Numbers (NSNs), Material Management Aggregation Code
(MMAC), Expendability Recoverability Reparability Category Code (ERRC), Acquisition Method
Code (AMC) and Acquisition Method Suffix Code (AMSC) or (AMC/AMSC). Illustrated Parts
Breakdown and recommend those changes to the assigned equipment specialist. As a manager I
was responsible for subordinate supervisors and mechanics. Duties included accomplishing
personnel actions for hiring, promotions, labor relations, and separations. I have worked closely
with planning functions for work loading, scheduling systems, customer relations, labor standards,
work specifications, statements of work, review of work control documents and material standards.

Coordinate and conduct meetings for production and process improvements. Custodian for special
equipment and computer accounts. Manage Technical Order files. Managed Hazardous Materials
and Waste Sites. I have knowledge of blueprints, TO’s, engineering drawings and mylars to repair
and modify on assigned aircraft. I have experience with using installation tools and measuring
equipment and a variety of fastening devices and use of aircraft hardware.
Supervisor Experience
Supervised 25 people in managing and directing work for overhaul shop and companies warehouse
facilities of over 200,000 square feet. The warehouse space was in several states covering area from
Oklahoma to California. Buying material for the company and then arrange to pick up and ship
material to companies property.

As a Utah State Trooper I responded to emergencies to enforce traffic and criminal law violations.
Investigating traffic accidents and other accidents to determine causes and determine if a crime was
committed. Arrested people of criminal action and issued and submitted citation to violator of
motor vehicle ordinances. Responsibilities included rendering emergency first aid and the rerouting
of traffic around accident scenes or other traffic emergencies to make conditions safe for the
traveling public. Reviewed facts and prepared reports to determine if any criminal act or statue
violations had been involved at the time of the accident. Responded to and assessed in domestic
complaints and emergencies to determine appropriate actions to take and if necessary arrest and
testify in State and Federal court cases presenting evidence as a witness in traffic or criminal cases.
Facts, photographs, and diagrams of crime and accident scenes along with the statements of
witness’s were recorded for use in legal action or safety programs.
