Selected Accomplishments
DIRECTED AND ENABLED COMPLETION OF MAJOR PORTAL SYSTEM ACQUISITION PROJECT.
PERFORMED STRATEGIC SOURCING ANALYSIS TO IDENTIFY CAPABILITIES OF PORTAL
SYSTEMS. DEVELOPED CONCEPT OF OPERATIONS AND DOCUMENTED REQUIREMENTS.
DEVELOPED REQUEST FOR QUOTE (RFQ) AND FACILITATED SELECTION PROCESS WITH
SYSTEM ACQUIRED AND INSTALLED BY CRITICAL DEADLINE.
Rewrote technical proposal that totally failed 'pink team' review. I was
asked to see what could be done to save a significant proposal to meet
proposal due date of 8 days later. Proposal had been developed by multiple
authors, and it read like it. I researched client source documents to
discover documented client challenges and requirements, analyzed Request
for Proposal (RFP) to identify solicitation requirements, interviewed SMEs
to determine the intent of their submissions, researched background
materials and rewote technical proposal in 6 days. Comment from president
of company - "Easy to read, excellent technical proposal, and there were no
edits required."
Led propsal develoment efforts. Reviewed RFPs, established proposal teams,
developed proposal development plans, coordinated proposal development and
submission activities, acted as key author of technical proposals to
respond to Statements of Work (SOWs), and reviewed and editied proposal
team products.
Used MS SharePoint as Process Asset Library for multiple projects, and
designed and implemented MS SharePoint structure to support cooperative
evolution of project products.
Led strong matrix program supporting highly successful establishment of OMB
Circular A-123, Appendix A (A-123) program (Federal Agency SOX
implementation) for Department of Energy (DOE). Performed product
requirements definition, product design, product marketing to stakeholders,
and change management (CM) activities. Developed implementation guides,
entity and process controls testing methodology, and video-based trainings.
Used MS SharePoint to support team collaboration requirements and
deliverables management. With team members distributed across 3 states, I
managed project deliverables evolution virtually via WebEx.
