compensation services and performance management systems, by creating a compensation philosophy that adopts

PROFESSIONAL EXPERIENCE
Population Council
2000 – Dec. 31, 2014: Compensation Manager
Administer all company programs relating to compensation and performance management. Provide progressive
strategies that attract and retain a competent and qualified workforce domestically as well as internationally.
• Internal compensation consultant/advisor to 13 Population Council overseas offices spanning Africa, Asia, and
Latin America, and was instrumental in restructuring the salary increase budgeting process for all
international offices with respect to cost of labor rates rather than CPI indices.
• Ensured organization compliance to such government mandates as defined by the Fair Labor Standards Act.
• Enabled the Population Council to pay competitive salaries to its U.S.A. staff, executives, and expatriates, by
monitoring the pay practices of the domestic external market (employing Kenexa market-pricing software),
and suggesting and deploying a consistent strategy over a ten-year period that eventually met our philosophy’s
goal as of the year 2011.
• Administered and designed major portions of the domestic year-end salary increase program.
• Introduced the “deliverable” job description writing style that established a direct connection to similar
external market jobs, as well as the internal performance management process.
• Implemented an objective goal/competency oriented performance management program.
• Introduced success rate data as a measure of production and efficiency for recruitment sources.
• Compared market data experience requirements to job candidates’ actual experience, thereby gaining the
important data to economically negotiate starting salaries that were actually external market driven.
• Converted the salary increase system from an across-the-board general increase system to a merit pay-for-
performance system.
• Addressed the informational needs of compensation administration by serving as the principal compensation
advisor during the HRIS conversion to the Ceridian system.

1987 – 2000: Manager, Compensation Planning
Addressed the specific concerns of operating and administrative areas, on a project basis, by conceptualizing and
implementing innovative compensation and salary administration programs.
• Served as principal compensation liaison for PeopleSoft HRIS conversion.
• Developed and proposed a short-term project oriented capital program incentive initiative that employed
targeted milestones with specific dollar awards funded by decreased percentages of expected and projected
costs overruns.
• Co-developed and delivered senior management training seminars relative to compensation and job
evaluation systems.
• Implemented a $700,000 program providing relief for managerial salary compression.
