Project Description The Commonwealth is rebuilding the current system, or using parts or all of an

existing state Exchange or the federal Exchange. They determined that the off

theshelf software hCentive powering Exchanges in Colorado, Kentucky and

elsewhere has the best potential to fit the Commonwealths short and longterm

needs.

Through the hCentive solution, residents will be able to go online and apply for

unsubsidized or subsidized insurance, learn what level of subsidy might be

available and select a plan. The launch of an hCentivebased system will provide

the endtoend functionality required to support an ACAcompliant Marketplace,

and will include minimal customization in vital areas such as State Wrap and

billing.

WebInsure State is an ACAcompliant proven exchange that is operational in

multiple states. WebInsure State is comprised of several portals.

Individual Portal: Provides an endtoend solution for consumers to manage

information, eligibility, benefits and enrollments for themselves and their family. In

addition, it provides seamless backend integration capabilities for eligibility

determination, enrollment and payment transactions.

SHOP Portal: Designed to assist qualified employers in the enrollment of

qualified employees into QHP, including a userfriendly process that makes it

easier for small businesses to manage their employee information. The product

is a onestop shop for the employees to search, compare and enroll themselves

and their family members in various plan options.

Agent Portal: Allows authorized Agents to assist prospects and customers. The

Portal acts as a complete prospect/client management tool and provides agents

with all the tools to track and manage their customers and sales pipeline.

Plan Management: SERFFcompliant and enables the State Exchange to

perform activities like certifying qualified health plans, collecting and reviewing

rate and benefit information, managing plan data before publishing on Exchange,

Health Match will provide eligibility services for all State Medicaid programs. The

system will support the State in its goal to remove the stigma of Medicaid as a

type of welfare program and to evolve and promote this program as subsidized

health insurance. This further supports the State's goals of increasing the

healthcare coverage of its citizens. The system currently supports eligibility, case

management and financial management for Temporary Assistance for Needy

Families (TANF), Child Care and Employment Services. The Health Match

application will run with approximately 2000 concurrent users, produce tens of

thousands of mailings per night and will be fault tolerant. The intranet and

Internet web interfaces of the application will be extensive and innovative:

Health Match Portal This will be an intranet web site that will launch the core

Health Match application. State workers will use this from within their offices and

remotely. The solution will integrate the State email and calendar systems to

provide a single view of a persons workload and email notifications to clients

and service providers.

Client Web Site This multilingual Internet web site will be built specifically to

support the needs of clients and client advocates. The general public will be able

to access functions such as the Eligibility Calculator, a common Program

Application, lists of Service Providers (Resources) and Reports. Enrolled clients

will be given usernames and passwords and this will allow them to access their

case information, online Notice History, Case Worker messaging, and so on. SSI

will integrate an "online chat" feature that will enable a client to ask text questions

to get support through some of the more subtle or complex aspects of an
