NAVAIDS PM Rhein-Main Transition PMO USAF Europe Red Hat/Northrop Germany 08/00-12/05 Primary Consultant and Project Manager to the Executive Program Manager and Branch Chiefs for the first ever DoD CAT II and III bed downs at Spangdahlem and Ramstein AB, Germany. Scope of work consisted of project initiation, planning, execution, monitoring, and financial posturing from inception through commissioning, along with the management of entire spectrum of infrastructure communication systems for various concurrent sub-projects associated with the closure of landside facilities, two runway rehabilitations, construction of one new parallel runway, a 13 spot C-5 parking apron, 2 hot cargo pads, and associated terminal buildings. Project value over $20M. Served as central point of contact for aircraft operations, terrain grading, tree and obstacle removal, runway clear zones, navigational aids, TW signage, approach lighting and AWOS. Also interfaced with all tiers of German government for approval, coordination and smooth development of construction timelines so all communications requirements were met. Communications systems span the gamut from network infrastructure, telecom, premise & outside plant wiring, and Automated Weather Observing Systems associated with landside/airside users. Responsible for resource allocation, contingency management, and implementation to include change management as well as a large portion of technical design issues. Responsible for preparing and presenting monthly progress status to US Air Forces Europe vice commander (3-star general/CxO level).
