Responsible for URS Albuquerque Operations quality systems. Provided oversight for identification, containment and disposition of non-conforming materials and continuous improvement of contract manufacturer (CM) quality systems. Interfaced daily with production / manufacturing teams ensuring both quality and production schedules are met.
Established a site Quality Management System based on the elements of ISO 9000

Led Emcore’s Quality Department through the acquisition, merger and assimilation of 2 Intel digital communications groups. Technical Director, Radiation Environments
Directed a multimillion-dollar nuclear weapons effects research program in support of the Department of Defense’s Strategic Nuclear Defense Program (Star Wars).
Worked closely with our National Labs (Sandia, Los Alamos and Lawrence Livermore) on the exchange of key technical proposals, and critical nuclear safeguard information.
1.As the Test Science and Technology Office’s Security Manager, safely maintained over 12,000 controlled documents; coordinated all visit requests and security checks for conferences, technical presentations and program reviews.
2.Organized a highly successful test technology symposium that brought together 50 experts from across the country to review and improve the underground test process.
Managed more than $10M of government contracts for the collection, interpretation and controlled dissemination of experimental results pertaining to nuclear weapons radiation effects.

Fleet Logistics Support Squadron 22, Rota, Spain 1988 – 1991
Department Manager
During a 3 year assignment, managed the Operations, Safety and Administrative Departments for a 350 person Naval Aviation Squadron (VR-22) home based in Rota Spain.
As the Operations Department Head, supervised the daily scheduling and coordination of all missions for a 6-plane (C-130 Hercules) logistics organization with a span of operations covering the entire Mediterranean, Middle East, Southern Europe and Africa.
Orchestrated liaison with Navy’s Mediterranean carrier battle groups, Marine amphibious groups and NATO counterparts. Grew in-flight refueling missions by 400%. Led squadron into new roles supporting special operations missions.
Ensured resources were available to support simultaneous ongoing efforts in the Mediterranean, Southern European and Northern Africa during the 1st Gulf war.
