Responsibilities:
Read and understand the Project Specifications, Applicable Codes,

Standards, Procedures and Inspection Test Plans.
Ensures contractors’ construction activities are performed in accordance

with approved specifications, plans and procedures.
QA/QC activities include,
Material receiving/Storage condition/Preservation and product
•
applications/Inspection/Test.
Review the Contractor’s Procedures, Contracts and Estimation
•
Documents
for the Painting/Coating requirements prior to submission to the potential
clients.
Overseeing the Development of the Blasting and Painting Systems
•
Integrating
Quality, Occupational Health/Safety and Environmental requirements.
Liaison with others Department Heads, Customers, and the Third Parties
•
on
the Coating matters.
Ensure all personnel employed are Skilled and passed the Qualification
•
Test
and performing proper surface preparation and Coating Application.
Managing Field joints Coating of 56”, 32”, 16”, 12”, & 8” Gas pipeline.
•
Witnessing Procedure Qualification Test (PQT) for the Field joints coating.
•
Monitoring and Inspecting of 3LPP Coating application on Field joints for
•
the
Carbon Steel lines.
Monitoring and Inspecting of 3LPE Coating application on Fields joints for
•
the
Carbon Steel lines.
Witnessing Peel Test, Impact Test, Hardness check and Thickness check
•
as
per approved ITP.
Witnessing High Voltage spark test @ 12KV for 3LPE & 25KV for
•
3LPP,3LPE Factory and Field weld joints coating prior to lowering into the
trench and
Backfilling.
Proactive monitoring of Blasting and Painting activities and decide on
•
suitability of proposed preventive control and development measures.
Promotes Safety awareness and safe performance among Production
•
group,
including Contractor personnel.
Ensures Contractors are well performed in accordance with approved
•
Specifications, Plans and Procedures.
Provides technical advice to Production, Engineering, Procurement, and
•
Construction on Quality issues.
Interfaces with outside entities such as consultants, contractors, vendors
•
and accreditation and certification bodies to assess quality products and
systems.
Coordinating and monitoring the conditions of the received material batches
(Paint material and Abrasive material) and reviewing the required Batch
Certificates (Paint PDS, Paint MSDS, Chemical analysis Certificates and
Sieve size Certificate of the Abrasives).
Inspection of Surface Preparation and Painting Application including all the
specified testes and all points related to the Project Quality Plan and ITP.
Witness and monitor Contractor / Subcontractor site surveillance QA/QC
Activities
Reports to the QA/QC manager and prepares Daily/Weekly site report.
Performs Construction Assessments, Verifications and general monitoring of
construction activities and to support project Safety, Quality, and Schedule
and Cost objectives.
Reviews and assesses Contractor / Subcontractor QA/QC Plans and
Procedures including Test/Inspection results.
Provides quality feedback of Vendor Equipment deficiencies found at site.
Coordinates with other discipline inspectors any information / activities
affecting facilities quality.
Ensures contractor has relevant, up-to-date Codes, Standards, Specs, and
Contract documents.
Inspecting and monitoring the conditions of the received material Batches of
Paint material and Abrasive and reviewing the required Batch Certificates.
Site surveillance inspection and reporting any non-confirming work and
following up the corrective action which approved by Engineering.
Ensure all the Testing Equipments properly function and have Valid
Calibration Certificates.
Conducting painting survey to ascertain the actual condition of the items.
Review of sub contractor’s maintenance Procedure and related Inspection
Documents.
Conversant with Inspection Techniques such as Surface Cleanliness/Profile
check, Chloride Test, WFT & DFT Checks, Adhesion test, MEK Test,
Holiday
Detection Test etc... As per the industry standards.
Indicating the required paint system for every item (Pipeline, Steel
Structure, Equipments, Vessels, Storage Tanks, Towers and any other
facilities) according to the Project Specifications or codes to prepare the
suitable Procedure, ITP and Quality plan.
Identifying Coating Defects during and after application of coating systems
and recommending corrective actions complying with approved Repair
Procedure established in accordance with recommendations of the
manufacturer and the coating procedure.
Coordinating, witnessing and documenting of painting system trial test,
training and qualifying Blasting / Coating personnel for the paint systems
for
the said project and coordinating with the fabrication shop for related
activities.
Inspecting the work daily (Equipment Inspection, Climatic condition, surface
before surface preparation for oil, grease and salt contamination indication
and remove, surface preparation (cleanliness and profile check and
record),
testes before paint application (Soluble Iron Salts, Soluble Chlorides and
Mill
scale Test), WFT and DFT of the paint film and testes after paint
application
(Visual, Pinhole, Cross Cut, Cross Hatch, and Pull off Test for
the dry film thickness) and record all in standard report forms according to
the quality plan and the Specification requirements.
Conduct audit check on regular basis to make sure sound technical and safe
working practices.
Review and Preparation of Quality Control Plan, Inspection Test Procedures,
Project Technical Queries and repair procedures according to the
Specifications and maintaining inspection reports of works carried out for
the Dossier Completion.
Prepare and monitor punch list items, ensuring they are being resolved
according to the turn over system.
Updating all the Inspection report after Inspection completion through Site
management Control system.

Monitor degreasing and High pressure fresh water wash to be carried out.
Verifies weld spatter and all surfaces irregularities to be removed.
Chloride Test to be carried out as per Standard (When required).
Compressed air used for abrasive blasting to be checked as per Standard.
Monitor size, shape, dryness and cleanliness of the abrasive.
Abrasive conductivity test to be carried out as per Standard (When required).
Monitor air pressure and nozzle size of blasting equipment.
Ambient condition and substrate temperature to be observed in every two hrs
intervals.
Surface cleanliness to be verified using Standard.
The surface to be blasted should be free from grease, oil and other
contaminants.
Anchor profile to be checked as per client’s requirement and SPCS.
Monitor blow down of spent abrasives and materials.
Dust contamination test has been carried out as per Standard (If required).
Monitor mixing and thinning of the paint.
Monitor the coating application and wet film thickness.
Monitor and ensure over coating intervals between each coat of paint.
Check the paint drum (manufacture, paint name, batch number, batch
certificate, expiry date etc…).
Monitor and ensure the paint materials are storage in good condition.
Verify after coating the required dry film thickness.
Check coating curing test as per standard (When required).
Monitor performance of Blaster and Painter at site.
Raises NCR’s for non-conforming products.
Raising punch lists for incomplete works.
Check Holiday/Pinhole and Adhesion test (When applicable).
Check calibration of the equipment.
Ensure that necessary inspections are carried out as per the applicable
specification.
Check that adequate and proper repair of all defects has been undertaken.
Check paint/coating colour, appearances, and shade uniformity.
Preparation of Inspection reports and Test reports.
Responsible in monitoring and checking the Blasting and Painting activities
(prior/after) to ensure that the quality of workmanship is in accordance
with the client’s specification, painting and blasting procedure and the
SPCS.
