Oil and Gas Processing Proposal Development.
Lead Development Consultant for a Contract Proposal team, for an Owner
Management Team. This project would result in a large new construction
green field processing addition to an existing Petro Fuel Processing Plant.
Presently, this contract has not been awarded, and my abilities to
elaborate will be constricted due to a confidentiality agreement (CA).
. Participated/completed a detailed study of the new proposed site, and
developed strategic recommendations that aligned with ANSI/PMI 99-01-
208 guide lines (5 Common Process Groups, and at least ten of the
Knowledge Areas or Tools to implement the proposal). These tools were
utilized, as an excellent guide to the Project Management Body of
Knowledge (PMBOK). The Process Groups entailed: Initiating (We already
had authorization), Planning, Executing, and Incorporating a
Monitoring and Controlling System, and finally a Closing Process.
. Participated in interviewing professional staff for the proposal
organization chart.
. Additional ancillary responsibility would incorporate assistance and
participation in product development, and marketing enhancements.

Multi-discipline Supervisor Management for the Project Fume Treatment
Center, Bath Treatment Complex, and Green Anode Paste Plant at the MA'ADEN
Ras Az Khair Aluminum Smelter Project, Saudi Arabia . The below bullets
describe the Common Core/Process Groups, and the Ten Knowledge areas
utilized for successful PMBOK Process execution.
. Multi-discipline Field Supervisor/Manager, with direct reporting to
the Project Manager for construction of operating units within this
new aluminum smelter.
. Tasked with the responsibility for contractor management and
supervision of Engineering, Procurement, and Construction from
fabrication and initial excavation to start up, and operational
turnover. The construction entailed all major disciplines from Civil
to P&ID installation and testing.

Customer: (Conoco Phillips and EnCana).
. Responsible for direct hire civil work for the Merox, C3/C4 Splitter,
and LPG Amine unit, Debutanizer, Absorber Stripper Units, and two
Electrical Sub Stations.
. Promoted to Area Superintendent for the Coker Handling and Storage
Unit.
. Utilized direct hire crafts for site development, underground piping
and utilities, concrete foundations for the Stacker/Reclaimer,
unloading and erection of silos, transfer towers, and conveyor
foundations.
. Responsible for all direct hire construction, scheduling, quantity
reporting, and QURR performance.
. Responsible for the development and management of the Mechanical Sub
Contractor for the installation of the Stacker Reclaimer, associated
conveyor and multiple transfer towers equipment.

Area Civil Superintendent
Motiva Crude Oil Expansion: Customer: [Shell Oil]
. Reported to the Project Engineer in the initial phase (FEED) of
developing execution strategies utilizing the five Process Groups, and
the ten Knowledge Areas (PMBOK) for this large refinery expansion (7.2
Billion) in Houston Texas.
. Assigned responsibilities to develop contractor estimates, contract
and project construction execution plans, and work execution packages
for area civil plant foundations, storm water drainage, heavy haul
road construction, pile installation, pipe rack and concrete structure
foundations.
. Managed the Site Development Sub Contractor for the construction of
all site foundations for the refinery expansion plants.
. Progressed to positions of Site Superintendent for the construction of
the new Naphtha plant, and the Six Drum Coker Unit.
. Supervised a large direct hire multi craft forces consisting of Iron
Workers, Carpenters, Operators, Pipefitters, Electricians, and
Laborers responsible for the construction of all of the concrete
foundations for the pipe racks, heater, and reactor foundations, all
table tops, and all plant equipment and pump foundations. We erected
all of our steel structures, and placed underground storm water, fire
water piping and above surface piping. We conducted backfill and area
paving operations. We proceeded to place our pipe rack modules.
. The position required extensive daily, weekly, and quarterly reporting
in both scheduling and quantity reporting. Authorized the contractor
estimating confirmation for labor and materials.
. OG&C Indirect experience and Nondestructive Testing Inspection (NDT).

Aerospace and Missile Defense:
Customer: Missile Defense Agency (MDA). Boeing Aerospace was the Prime
Contractor for the Missile Defense Agency (MDA), for the on-time
installation/activation to a very aggressive National Security
Presidential Directive schedule.
. Utilizing Project Management Body of Knowledge (PMBOK) Process
Groups, and Knowledge Areas, I was responsible for managing all
sub contracted Field Construction, Quality Control and
Commissioning, for 20 defense missile launch sites located at
Fort Greely, AK. Each site had conformed to strict
Configuration Management and Safety.
. Responsible for developing site execution plans, and achieving
the labor agreement plan with six local labor unions. This
involved extensive estimating coordination between the customer
and our budget departments.
. Additional duties: QA Punch list for buy off books, and
Nondestructive Testing Inspection.

Decommission Project Manager
. Managed sub contractors for four projects that entailed
Reclamation, Decommissioning and Dismantlement of four outdated
production buildings at the Paducah, KY Department of Energy
(DOE) Site.
. Drafted regulatory plans, formed teams, developed schedules,
prepared briefing papers, and prepared procurement packages. All
phases of these development packages, required strict attention
to both DOE, and OSHA and other federal agencies' safety and
quality provisions. The management tools for the above were
