Chief, Operations Research Analyst (This is a federal job)
Duties, Accomplishments and Related Skills:
As the Chief, Operations Research Analyst, I was responsible for preparing POM and APOM
summaries relating to the $200M budget of AFOATS/Holm Center. These budget inputs were
related to the Air Force Reserve Officer Training Corps (ROTC); Officer Training School (OTS)
Basic Officer Training (BOT), Commissioned Officer Training (COT), and Reserve Commissioned
Officer Training (RCOT); Civil Air Patrol-USAF (CAP-USAF) and, the AF Junior Reserve Officer
Training Corps (AFJROTC). Enrollment is worldwide and encompasses over 125,000 students, 145
ROTC Detachments plus 1,000 crosstown affiliates, 847 JROTC units, and the OTS campus at
Maxwell. I developed and worked with spreadsheet data models briefed to the all Holm Center
Commanders/Directors, Air University, Air Staff, Reserve Component, Air National Guard
headquarters, RAND, AFRI, OMB and Congress. Those models had a direct impact on the policies
and programs of the Air Force. During my tenure, more than 30,000 new officers were
commissioned or trained including 80% of line officers and nearly 100% of medical professionals,
chaplains, and legal officers for AD, Guard and Reserve units who complete training annually. I
developed and managed the early administration of the Professional Continuing Education
program more than 600 new AFROTC and AFJROTC instructors have been trained. Likewise, for
the last five years, I managed to Holm Center AFSO21 Continuous Process Improvement program.
