number of outstanding contract changes. Major accomplishments included enhancement
of federal oversight for design, open communication with the contractor and other
stakeholders. Construction Project Reviews noted these improvements during the May
2010 review.

As FPD for the SBW project during the construction phase, I had overall responsibility
for cost, schedule, technical baseline and risk management associated with the project.
During my tenure, I have had to lead the development of a baseline change proposal due
to cost overruns and schedule slippage, execution of an external independent review, and

approval of the new baseline by the Deputy Secretary (S-2.) Developed and
institutionalized a more rigorous approach to oversight of the project by DOE in the area
of construction safety, and construction quality assurance.
Managed a staff of individuals that performed reviews and assessments of design and
construction quality control/assurance activities. Developed findings and
recommendations and ensured development and closure of corrective actions addressed
same.

Salt Waste Process Facility ($900M TPC)
Savannah River Operations Office
Was on a detail assignment to Savannah River for nine months. Principle focus of
assignment was to resolve a number of technical issues with the DNFSB related to
seismic design. Additionally, led a team of 16 IPT personnel during the design phase,
development of the project baseline, external independent review and ultimate approval
of the project baseline (CD-2) by the Deputy Secretary (S-2.)
Managed a staff of engineering and quality assurance professionals that performed
review of design deliverables and assessment of implementing processes to ensure
compliance to NQA-1. Major findings were noted the project was being implemented in
accordance with ISO 9001. Contract changes were instituted to ensure compliance with
NQA-1.
On assignment to DOE-HQ from September 2007 to December 2007 to assist in the
standup of EM Office of Standards and Quality Assurance.
Principle emphasis was the development of Standard Review Plans utilized by review
teams prior to and during project Critical Decisions.

As the Assistant Manager, I had overall responsibility for review, and recommended
approval of all documented safety analysis and safety system oversight for the ICP
contract. Provided leadership for the oversight of quality assurance, industrial and
construction safety, fire protection, radiological controls, contractor safety management
programs and practices.

assessments of contractor quality control/assurance programs and implementation.

Advanced Mixed Waste Treatment Project (>$1.2 Billion lifecycle cost)
As the FPD for the project during the operations phase, I had overall responsibility for the
cost, schedule and technical oversight of the project. The AMWTP is an operating
project with an annual budget of approximately $125 million to retrieve, treat, package
and ship approximately 8000 m3 of transuranic waste on an annual basis. Served as
contracting officer's representative with a staff of three fulltime DOE technical and
program support and several matrix support personnel with emphasis in nuclear
operations, quality assurance, maintenance and regulatory compliance.
Participated in compliance audits to ensure waste met New Mexico Environmental
Department and DOE requirements for shipment to the Waste Isolation Pilot Plant.

Federal Project Director (Several Projects)
Glass Waste Storage Building #2 Project ($77 million TPC) First direct-managed
DOE project for the design and construction of a storage facility to house vitrified high-
level waste produced by the Defense Waste Processing Facility. Responsible for all
aspects of the work, including, but not limited to the technical baseline, the cost and
schedule baseline, contracting officer's representative functions, construction
management, turnover, quality assurance, industrial safety, and all environmental
compliance from preliminary design through construction. Managed a staff of twelve
full-time and ten matrix support personnel to execute this mission. At the time of
departure, the facility was 85% physical complete, 2 months ahead of schedule and $7
million under a budget of $77 million. Project completed in June 2006, two months
ahead of schedule and approximately $8 million under cost. During the course of this
work, I achieved Project Management Professional Certification (March 2004) and
PMCDP Level II Project Manager Certification (January 2004;) the first in DOE EM.
The project received the Secretary’s Achievement Award in 2006 recognizing the project
was ahead of schedule and under budget at completion.
As the project Design Authority, ensured review of all elements of the project design
were implemented in accordance with the Code of Record. Employed a staff of quality
control professionals that performed checks of installed commodities in accordance with
design and other requirements. Performed vendor audits of major safety related

commodity fabrication activities prior to shipment of same to the construction site.
Performed 100% review of all quality records generated by the project.
FB Line Packaging and Stabilization Project ($25 million TPC) Managed the project
from mission need through approval to start operation for the first phase; packaging of
plutonium metals. Additionally, from mission need through construction of Pu oxide
stabilization in accordance with DOE STD 3013. Project completed ahead of schedule
and under cost. The Project received the Secretary’s Honorable Mention as Project
Achievement Award in 2003 recognizing the project was ahead of schedule and under
budget at completion.
Americium/Curium Vitrification ($226 million TPC) Managed the project during the
design phase to vitrify Am/Cm solutions (~3000 liters) contained in the F Canyon
Facility. Involved during the design phase of the project until cancellation. The material
was determined not to have sufficient value to vitrify and it was transferred to the High
Level Waste System. Project was cancelled when it was determined that it would be
more cost effective to dispose of the material to the HLW system.
Actinide Packaging and Storage Facility ($330 million TPC) Managed the project
during the final design phase(post CD-2) for a greenfield facility to stabilize, package and
store plutonium metals and oxides to meet DOE STD 3013. Project was cancelled in
2000, when it was determined that a cheaper method to stabilize and package (project
above) and storage (K Area Material Storage.)
As the assigned Design Agent and technical authority for the DOE STD 3013 container, I
was personally involved with the design review of all container components, performed
audit of fabrication shops for compliance to NQA-1 and performed periodic
reviews/audits to ensure on-going product quality. These containers were used by the
M&O contractors across the complex. (Rocky Flats, Hanford, and Savannah River.)
Canyon Exhaust Upgrades ($86 million TPC) Managed the project during the
construction phase to upgrade all F and H area Separations Facility Canyon Fans to
Safety Class, design and construction of Safety Class Diesel Generator Systems for the
facilities.

acquire new missions for the site. Additionally, I participated in the budget development
process, with specific emphasis on new missions and over-target budget requests.

Was responsible for the adequate implementation of the above programs for all Defense
Program facilities (27 total.) Was lead in the Department assigned to implement the
Nuclear Maintenance Rule that was subsequently not issued, and team member for site
wide implementation of the QA rule. Performed a significant number of audits, reviews
and surveillances of local and vendor facilities providing goods for various construction
and maintenance activities. Participated, as lead and member of reviews during
commissioning and operational readiness review activities of design, maintenance and
quality assurance.
June 1985 to August 1992 - Portsmouth Naval Shipyard
Portsmouth, NH
Served in several capacities in the Nuclear Engineering Department, including: system
engineer on primary reactor plant systems, project engineer, and supervisor in a Nuclear
Performance Assessment Division; performing assessments, audits and reviews of all
aspects of Naval Nuclear Work. Developed findings/observations and recommendations
for corrective actions to preclude recurrence. Additionally, I served as quality assistant to
the Nuclear Production Manager. All activities were in support of overhaul and upgrade
of numerous naval nuclear powered submarines.
Assigned by NAVSEA 08X as lead for the maintenance of the Quality Control Manaual
for Shipyards. Performed reviews, audits and assessments of all aspects of nuclear work
in accordance with the manual. Performed all incident investigations for the Nuclear
Engineering Department to ensure proper root cause and development of corrective
actions to preclude recurrence.
