Construction Permits

• Processed permit applications for various construction projects regulated under multiple

state regulatory statutes including IC 14-28-1 Flood Control Act, IC 14-26-2 Lake

Preservation Act, IC 14-26-5 Lowering of Ten Acre Lakes Act, and IC 14-28-3

Floodplain Management Act.

• Tracked all permit applications as assigned simultaneously under all statutes listed above

through the Division of Water database “Unity”. This included handling multiple project

types under multiple statutes and regulations at the same time throughout various periods

during the review process.

• Responsible to maintain and complete all Unity database entries including routing the

permit reviews to multiple Division staff for review, documenting any new or revised

plans received, and tracking status of all Department reviews throughout the permit

review process to ensure that all permit application reviews were requested and

completed within a timely manner.

• Assisted applicants and agents applying for permits under all applicable statutes outlined

above to ensure that all administrative, technical and environmental requirements are

satisfied under each of those statute’s regulatory guidelines. Applicants and agents were

notified via letter notification identifying any deficient or incorrect information sent to

the Department and provided a specific amount of time to address those items. These

notifications were sent via email (when provided) or via mail service along with follow

up courtesy status calls.

• Provided technical assessments to ensure that proposed projects located within the

regulatory floodway of streams located across the state of Indiana would not create any

single or cumulative negligible loss to a stream’s flood storage compacity. These projects

include new non-residential building construction, erosion control bank stabilization,

levee maintenance, new pond/berm construction, new trails and byway construction, and

state and county highway bridge replacement.

• Evaluated all proposed projects during on-site field inspection to determine whether the

project was approvable under the Lake Preservation Act on all Public Freshwater Lakes

located in 13 counties in Northern Indiana.

• Responsible to set up and conduct public hearings located across the state for projects

assigned to my review and processing where petitions for public hearings were filed in

order to ask questions, gather more information, and express any opposition or support

for the project. In addition to processing the application, during the hearing I served as

the Department’s Hearing Officer with the responsibility to explain the Department’s

regulatory authority and gather all public comments and questions in a non-partial

manner. Once hearing was completed, all written and recorded comments were forwarded

to all Department staff currently reviewing the permit application in the form of a

Hearing Memorandum.

• Issued/signed permits to projects that met all criteria outlined under statutory guidelines

and recommended denial for projects that did not meet the criteria administered under the

applicable statutes listed above.

Floodplain Analysis and Regulatory Assessment (F.A.R.As)

• Processed and issued requests from homeowners and surveyors to determine flood risks

for existing residential and non-residential structures and single tracts of land. These

assessments provided flood elevations which requestors could use to assess flood risk

evaluations for flood insurance rate purposes through the Nation Flood Insurance

Program administered under the Federal Emergency Management Agency (FEMA).

Miscellaneous Assignments

• One of 3 volunteer staff members assigned to evaluate the current F.A.R.A. review

process and make recommendations to management to determine possible changes in

receiving, managing Unity database, rewriting regulatory response language, and most

efficient methods of sending final letters upon completion. Year-long project completed

and implemented in 2011 and still under use.

• One of 5 volunteer staff which included middle and upper management to develop new

worksheets for applicants and agents to complete in order to determine if their new

buildings will meet all Federal, State and local floodplain management ordinances. Began

project in 2013 and still on-going.

• Volunteered to take lead on creating new permit guidelines and a permit assistance

manual for dredging projects located on all Public Freshwater Lakes which will receive

state funding grants under the Lake and River Enhancement Program (L.A.R.E.). This

manual was designed to aid in assisting lake associations, consultants and contractors to

ensure that all minimum permit requirements relative to dredging specific projects will be

satisfied at the time of permit application submittal for permit review and project

scheduling and funding purposes. Began project in November 2014 and completed with

Department approval in January 2015. Manuals will be sent out along with state grant

approval letters from Division of Fish and Wildlife under L.A.R.E to lake associations

and contractors.

Soil and Water Conservation District

Clean Water Coordinator

• Review and evaluate erosion control plans for proposed site disturbance associated with

urban and rural development for sites over 5 acres or more. Plans submitted to county

conservation district for review and approval under the State Rule 5 regulatory program

administered through the Indiana Department of Environmental Management (IDEM).

• Evaluate compliance with erosion control plan through conducting on-site inspections

throughout the construction process. Reports sent out to developers and contractors

identifying satisfactory and non-satisfactory implementation of erosion control measures

on-site and identify corrective measures to be completed prior to next scheduled

inspection.

• Assisted agricultural producers in implementing erosion control practices such as grass

waterways along highly erosive areas under production as well as grass buffer strips

along streams for long-term sustainability and production.

• Responsible for writing and producing the bi-monthly Soil and Water Conservation

District newsletter which covered events, news and information relative to the local

efforts in education of local groups and organizations regarding environmental

conservation.
