Project Planning & Organization
Managed the major overhaul of the USS CANOPUS (AS-34) valued at $74 million reducing
costs by having the ship’s crew do tasks they are familiar with and shipyard personnel do the
tasks they do most efficiently. Project completed 3 months early and under budget.
Managed the Federal bid proposal process, including technical writing, for 6 government
contracts averaging $30 million each.
Successfully operated a floating dry dock facility docking 19 nuclear submarines and auxiliary
craft over a period of 20 months to accomplish hull repair / refurbishment and radiological work.
Planned and completed main computer system upgrade to the submarine USS Tennessee (SSBN
734) with Trident Refit Facility technicians saving the government $15 million in shipyard costs.
Planned and coordinated multi-agency support for the movement, inactivation and ultimate
disposal of Navy Ships including aircraft carriers.
Production Management / Customer Service
Managed a team of engineers and a manufacturing facility to design and build mock up training
devices for the NASA Space Station program. Supervised the use of these devices during
astronaut training.
Managed up to 27 production shops and 38,000 production hours per month at the Trident
Submarine Refit Facility, Kings Bay, GA.
Capably led a team of 35 senior technicians conducting electronics readiness inspections and
providing on-call electronics systems repair and training assistance to more than 95 vessels in the
Southeastern United States, Caribbean, and Scotland.
Leadership / Supervision / Administration
Successfully served in positions as Commanding Officer, Officer In Charge, and Major
Department Head supervising and training up to 750 personnel in a union work environment.
Led NASA organization to ISO 9000 and OSHA VPP certification. Managed $14 million annual
budget and supervised 165 personnel including engineers, technicians and divers.
Implemented effective accident prevention programs contributing to significantly improved safety
metrics. Zero accident frequency rates led to lower workman’s compensation costs.
As Vice President, Operations, improved operational performance at five Florida Juvenile
Correctional Facilities engaged in the confinement and rehabilitation of youth ages 13 to

Technical Management
Implemented cost saving initiatives through business case analysis by disposing of obsolete
equipment and leasing the equipment as needed. Savings exceeded $250,000 per year.
Initiated a technical program to repair, test and reuse printed circuit boards saving more than
$80,000 per month.
Implemented processes to reduce the preparation time to dry dock submarines by pre-cutting of
the support blocks enabling preparations for docking to be made within 3 days.
Supervised conversion of Trident Missiles from” war ready” missiles to “test” missiles installing
destruct, telemetry and tracking equipment resulting in more than 30 successful tests.
Planned and conducted acoustic surveys, analysis, and solved noise problems with components of
the NASA International Space Station.
Planned work and drafted procedures for critical work on electronic and mechanical (hydraulic
and seawater) systems including repair and recertification on nuclear and non-nuclear systems.
As Director of the Neutral Buoyancy Laboratory, managed and supervised astronaut training and
diving operations at NASA’s Neutral Buoyancy Laboratory (NBL).
