WORK EXPERIENCE

Lead HSE Advisor-Audit & Assurance for Capital Projects and Operations at BP Westlake Campus

Construction Safety Professionals, Inc.

(2013 to present)

Responsible for leading and managing a team of HSE professionals providing HSE oversight and audit

and assurance on BP Westlake Capital Project and Facilities Operations to ensure compliance with all

applicable BP, Federal, State and local regulations. Projects include multi-year projects in excess of $500

million including new central utility plant, high performance computing center, underground utilities,

restack of existing buildings, build-out of leased spaces, demolition, exterior site work, co-gen natural gas

generation plant upgrades and Greenfield projects. Responsibilities include development, review and

approval of all Major Project HSE Plans, Work Plans, Emergency Plans and Risk Assessment studies

(GRA, TSA, HAZID, and HAZOP) and conducting HSE jobsite inspections and Management System

audits of projects to assure contractor regulatory compliance. Ensured the timely and appropriate closure

of audit findings and action items and participated and RCA level investigations when required. Train,

advise and mentor Project Job Representatives, Project Managers and project personnel on project HSE

matters.

Safety Manager – Gerald Desmond Bridge

(2012 to 2013)

Developed and delivered Project HSE Plan for a $900-million major civil project to replace the existing

Gerald Desmond Bridge and 710 freeway connector in the Port of Long Beach, CA. Initial work scope

included sample environmental drilling and sampling, well and facilities decommissioning and CIDH

drilling operations. This was an 8-month contract assignment.

Professional Safety Consultant - S.H. Boim & Associates, Corporation

(2007 to present)

Instructor at the OSHA Training Institute at California State University at Dominguez Hills and numerous

private sector general contractors, sub-contractors, and manufacturers throughout the United States.

Instructed 100’s of OSHA 10-hour and 30-hour Construction and General Industry courses for major

clients such as the City of Los Angeles Department of Public Works, Amoroso Construction Company,

Orbital Science Corporation and DPR Construction. Conducted training in forklift, excavation, scaffold,

aerial lift, fall protection, and confined space entry.

Field Safety Director - Los Angeles Community College

(2010 to 2012)

Directed and managed the HSE program for the nation’s largest sustainable green building endeavor ($9-

billion). Job scope included 10-campuses, 300+ major construction projects, 1600+ contractors, and over

120,000 workers. This program is under an OCIP program and directly oversaw the activities and

mentored a safety staff of 80+ CHST and STS certified safety managers.

Senior HSE Analyst - BP Deep Horizon Oil Spill Response Team

Construction Safety Professionals, Inc.

(2010)

Primary responsibilities include accurate incident/injury field investigations, OSHA injury classification and

reporting, and OSHA and BP safety compliance audits for the State of Louisiana (24,000 employees).

Other duties included generating a daily injury/illness trending analysis, which was reported to the Unified

Incident Command staff and selected to the Heat Illness Gross De-con strike team. Tasked by the Safety

Officer, this team statistically identified staging areas with high frequency rates, identified high risk tasks,

repeat offenders, and poor management accountability. Numerous pilot studies and audits were

conducted resulting in the successful implementation of many “best practices” and continuous

improvement throughout the response and recovery operations. The response to this emergency has

been an extremely challenging, rewarding, educational, turbulent and dynamic working environment.

Corporate Safety Director - ACCO Engineered System

(2008 - 2010)

ACCO is the largest HVAC contractor in the US with over 2000 employees and $600 million in annual

revenues. Leader of ACCO’s employee ESH program which included 2000+ employees located at 100+

jobsites throughout California, Washington, and Nevada). Clients included the Oil and Gas, Chemical

Manufacturing, Aerospace and Defence, Public Works, and Commercial and Industrial Constructions

Industries. Provided leadership and managed the companies HSE management and compliance system

to include new employee orientations, training programs and executed jobsite inspections and audits.

Additional responsibilities included new projects HSE planning and permitting and ensuring compliance

with all Federal, State and local regulations. Managed a staff of HSE professionals located at 100+ jobsite

locations. Dramatically reduced worker’s compensation loss runs from $1.5million to less than $800k.

Safety Inspector and Auditor - Cal West Inspection and Audit Services

(2005 - 2010)

A multi-state professional services corporation employing 200+ professionals. Conduct risk assessments,

safety audits, and workers’ compensation risk surveys; produce detailed reports to assist clients identify,

manage, mitigate and avoid potential safety and security risks primarily in the Oil and Gas, manufacturing,

commercial construction, public transit, private charter, limousine, par- transit, and airport shuttle

industries.

Senior Safety Specialist - Los Angeles County Metropolitan Transportation Authority

(2004 - 2007)

Accountable for the safety and security of 600+ employees in the Metro San Gabriel Valley sector, this

multi-site assignment encompasses transit operations, facilities maintenance, vehicle maintenance, new

construction, public safety and training, security assessments, and emergency preparedness, response,

and recovery. Member of the Tiger Team, which implemented and lead emergency preparedness,

vulnerability, and threat assessments working closely with the Department of Homeland Security (DHS).

Efforts include security assessments, incident response to transit emergencies, and emergency

management. Administered the Government Emergency Telephone System (GETS) and served on the

Operations Safety Steering Committee to manage strategic safety issues and promote innovative ideas to

improve safety and security. Chairman of the Southern California Transportation Safety and Security

Forum from 2006-2007.

Senior Production Supervisor/Safety Leader - Rain Bird Corporation

(2000 - 2004)

Leader of a successful $21 million production team; met or exceeded all production incentives from 2000-

2004. : Implemented an extremely successful corporate wide DuPont STOP safety training program at

five different manufacturing facilities (<800 employees) throughout Mexico, California, Arizona, and

Alabama, reducing overall workers’ compensation claims by $600K and lost workday cases by 70% in

2003. Classes were taught in English and Spanish. The recipient of two corporate recognition awards in

2003 for quality and safety endeavors. Developed procedures (SOP’s) to ensure employee safe work

practices, personal protective equipment (PPE) requirements, and new employee safety orientation

procedures. Environmental management and waste reduction program for the facility, ensuring the safe

handling, storage, labeling, training, and transport of hazardous materials and wastes. Duties included

emergency management, Hazmat response, and SB14 waste reduction plans. Updated and improved an

existing financial model used by senior management to bid jobs and make outsourcing decisions. Final

results included an accurate and flexible financial modeling tool which helped management accurately

measure profitability and control costs.

Operations and Safety Manager - The Smead Manufacturing Company

(1998 - 2000)

Managing a $16 million production and distribution center, responsibilities also included the

closure and relocation of the facility to Hastings, Minnesota. The transition was done seamlessly

while supporting West Coast operations. A relocation package and new job assignment was

formally offered but was politely declined due to out-of-state relocation.

Director of Operations - Fire and Light

(1995 - 1998)

Designed, constructed, and staffed a start-up recycled glass production facility in Arcata,

California with $900,000. Over a two-year period, more than 50 tons of glass was recycled into

beautiful dinnerware and gifts.

Business Owner/Operator - Eureka Truck Stop Terminal/Fr Diner

(1991 - 1997)

Designed, built, and safely operated two successful restaurants for six years. Performed most all

aspects of small business ownership including finance, accounting, P/L, purchasing, marketing,

employee training and related legal requirements.

Group Leader MD-80/Safety Leader MD-11 - Douglas Aircraft Company

(1987-1991)

Manufacturing Management Training Program: Selected from a nationwide engineering

recruitment effort, graduated from the DAC Manufacturing Management Training Academy. This

special 18-month program allowed for job rotations and specialized management training

throughout the corporation. Appointed project leader, this dynamic team reduced out-of-position

work and prevented 3000 hours of rework due to poor quality up the line. Promoted to Section

Manager: MD-80 Final Assembly; responsible for training 435 unionized skilled professionals.

Promoted two years later to Group Leader: Worked with the first development team for the MD-

11 airliner as Safety Leader, responsible for manufacturing and safety for over 235 contract

employees.
