1995 - 2014 Owner/President of Neeley Contracting Inc.

Responsible for:

Writing and implmenting all Operational Procedures and Safety Programs.

NCI’s On the Job Training programs.

Logistics and procurement of materials and equipment for all projects.

Blueprint/Specification analysis for job quotes and compliance thereto.

Our primary focus has been asbestos abatement and selective demolition. We also have

done LBP, hazardous materials, mold remediation, and petroleum storage tanks.

Primary work sites were military bases, Mobile County Schools, Infirmary Health

Systems, Cullman County Schools, and a host of industrial complexes. This involved

OSHA 1910, OSHA 1926, and COE 385-1-1 manual compliance.

1994- 1995 Operations Manager for C& I Construction

Oversight and implementation of all operations and safety involving demolition and

installation on military bases. This included installation of plumbing, electrical, sewage

systems (trenching/confined spaces), asbestos removal, lead based paint abatement, fire

protection systems and general demolition.

1993-1994 Superintendent/ Operations Manager for Southeastern Abatement

Responsible for the production, safety program, and compliance to contract in each

assignment/ jobsite in regards to asbestos abatement and occasionally lead base paint.

This included industrial facilities, schools, hospitals, military bases…..

1990-1993 Superintendent for All Gulf Contractors Mobile, Alabama

Responsible for the production, safety program, and compliance to contract in each

assignment/ jobsite in regards to asbestos abatement and occasionally lead base paint.

1988-1990 Compliance Officer for AZCON, a division of WPG, for the asbestos abatement

industry.

Responsible for the inspection and enforcement of all activities including OSHA /EPA

compliance on the jobsite.

1987-1988 Palo Verde Nuclear Plant Arizona Site Engineer

Responsible for the oversight of all activities for Williams Power Group conducted at

units 1, 2, & 3 (construction and operating). Our function was the installation and

replacement of Radiation and Fireproof barriers, Protective Coatings, and

corresponding activities as directed by AP&L.

1984-1987 Vogtle Nuclear Plant Georgia Quality Assurance Manager

Responsible for the Quality Assurance Program and QC inspections on units 1 & 2 for

Williams Power Group. Duties were writing the procedural guidelines and managing

inspectors/enforcement for operations of Protective Coatings during the construction and

initial startup phase.

1980- 1984 Callaway Nuclear Plant Missouri Quality Control Engineer/ Compliance Officer

Responsible for all Quality Assurance/Quality Control and Safety Inspections during the

construction of the facility for Mid South Painting Specialists. Duties were the

management of Quality Control personnel for inspections of Protective Coatings and

Fireproofing operations. The safety, training, testing, and compliance of both production

and quality personnel, testing of temporary structures, equipment inspection, confined

space entry, fall protection, proper disposal and temporary storage of flammables and

waste.

1978-1980 Avondale Shipyards Louisiana Lab Assistant Quality Control Inspector for Coatings

Worked as a laboratory assistant performing BOD/COD/VS on waste water. Performed

analysis of coating materials for adhesion, cohesion, and service performance. I

was trained in sandblasting and coating operations and became a coatings inspector;

accepted as 1st class by the USCG.
