. Designed and implemented a bottom-up strategic planning process linked
to annual budget preparation and employee performance appraisal and
goal setting

police personnel through measured, merit based non-competitive

. Designed and implemented an incremental compensation plan for all
employees of the Carroll County Sheriff's Office after analysis of

BUREAU CHIEF - MANAGEMENT SERVICES BUREAU 2006-PRESENT
Carroll County Sheriff's Office - Westminster, MD
Major Functions: Oversight of two divisions of sworn and non-sworn
employees responsible for public affairs, policy research and planning,
fiscal management, responsibility for organizational goal setting,
performance management, information technology systems, entry level & in-
service training, quartermaster, recruitment, pre-employment investigations
and polygraph examinations.
. Advised Sheriff on all situations related to personnel performance
and/or discipline, FMLA cases, ADA situations, Worker's Compensation
cases, and any situations involving agency liability.
. Created and implemented a promotional process ensuring testing of
policy comprehension, situational responsiveness, and public speaking
for all levels of rank up to Captain.
. Designed a Performance Improvement Policy requiring all marginal
employees be placed on a Performance Improvement Plan (PIP) with
clear, measurable goals to ensure continued growth and success of
employee. Monitored all employees on a PIP.
. Led a redevelopment of the police selection process, including the
addition of physical fitness testing and several minority outreach
initiatives.
. Redesigned pre-employment interviews for all positions.
. Implemented multiple personnel programs including employee awards
program, annual goal setting process, personnel early warning system,
survivors' line of duty death benefit plan, and an office newsletter.
DIRECTOR - SUPPORT SERVICES UNIT 2002-
2006
Carroll County Sheriff's Office - Westminster, MD
Major Functions: Oversight of the unit responsible for the fiscal
planning, personnel services, purchasing, fleet, and training for the
Department of Corrections and Department of Sheriff's Services. Promoted
to Bureau Chief responsible for similar areas within the Department of
Sheriff's Services when that Department began planning and growing for the
pending transition of local law enforcement responsibilities.
