Managing a major transformation effort for a large ($150+ Million) program for a major health care
HMO. This program is comprised of an internal staff of project managers, solution consultants, subject
matter experts, other supplier groups and external vendors, to provide enterprise contact center telephony
infrastructure services.
• Implementing a complete redesign and replacement of a nationwide network of customer call
centers for a multi-billion dollar major healthcare provider. Result: Built out a highly virtualized
high availability data center strategy to support 60 million calls per year. Supported the
transformation of 30+ contact centers to the new IVR system.
• Compliance and Security operations, Responsible for implementing PCI and PHI (HIPAA)
controls for the entire program. Managed over 10,000 compliance activities to ensure platform
certification.
2010 - 2012
Abacus Technology, Kennedy Space Center, Florida
Senior Project Manager, Command, Control, and Commutations
Directing the efforts of a team of 25 Engineers, Drafters and Technicians in the redesign of one of
NASA’s original launch centers. Manages a project budget of $4M annually.
• Implemented a complete redesign and rebuild of NASA’s primary Launch Control Center.
Leading the redesign effort to rebuild Firing Room 1, from the ground up. Installing an entirely
new, $6M communications system on time and on budget. Result: Kennedy Space center will
be ready to launch NASA’s new manned launch vehicle for future missions into the solar system.

Ground Systems Program Manager
Led a complex modification project to design and install an advanced telemetry ground system for the
first ARES 1-X test launch.
• Established and led a team to address mission-critical telemetry issues . Assembled a multi-
agency team to build a one-of-a-kind telemetry system for the ARES I-X test launch. Established
requirements, budgets, schedules, test plans and validation procedures in three months. Result:
Fielded a fully capable, one-of-a-kind, $4M telemetry data system, on time and under budget.
Surgery Center of Melbourne, Melbourne, Florida 2006 - 2007
Electronic Medical Records (EMR) Project
Worked to define requirements, design, procure and operate a medical records system for a GI
ambulatory surgery center. Allowed 25% faster turnaround for the procedure rooms that allowed
increased caseload in the same facility. The designed system met all HIPAA data privacy requirements.
SpaceTEC, Brevard Community College, Cocoa, Florida 2006 - 2007
Technical Program Manager
Administered a $600K federal grant and ensured that the participating schools were achieving their
committed milestones. Shared best practices and monitored supplemental certifications to develop sub-
system specialties for the SpaceTEC, Certified Aerospace Technician program.
• Coordinated 11 partner colleges across the country and established the first national training
and certification program for aerospace technicians. Result: The certification program was
referenced by the FAA for future commercial space operations.
• Leveraged limited National Science Foundation grant funding to expand science education.
Implemented a “train the trainer” workshop program and secured matching state funding to
maximize the number of students impacted. Result: More than 150 teachers were trained, and
over 1200 students received instruction in the first year.
Sea Ray Inc., Merritt Island, Florida 2005 - 2006
Program Master Scheduler
Brought in to set up an integrated master schedule for the Product Development & Engineering facility
and determine ways to improve efficiency and productivity.
• Established a facility-wide integrated schedule. Assessed existing processes and produced an
integrated schedule tying design, engineering and manufacturing together in a cohesive plan.
Result: Increased company earnings and cash flow by 10%, by getting boat designs back on
schedule and eliminating the need to discount older boat models.
• Improved manufacturing processes. Analyzed existing design and manufacturing processes.
Implemented a new prioritization process in the mills that virtually eliminated costly outsourcing
for new fiberglass parts. Personally ensured new process was followed and that it was effective.
Result: Saved $50,000 to $100,000 monthly by eliminating unnecessary outsourced work.
United States Air Force, Various Locations 1985 - 2005

Led a multi-disciplined team to upgrade the operations control center focused on IT infrastructure,
communications systems and computer hardware.
• Upgraded Air Force command facility. Led the onsite team that overhauled and upgraded the
Space Range’s Operations center. Coordinated military and civilian staff, along with contractors
and end-users to complete the $15M data system upgrade. Result: Operations Center upgrade
completed on-time to support critical military launches.
Titan IV On-Site Team Director - Major. Cape Canaveral Air Force Station (2001 - 2003)
Managed the on-site assembly of Titan rockets for launch.
• Established a success focused certification program. After multiple launch failures I put in
place a critical operations certification program to verify launch vehicle flight hardware.
Verification status was reported directly to the Space Division Commander, and was required
prior to final “Go” for launch. Result: After the establishment of the verification program, every
subsequent Titan IV launch, valued at over $1B apiece, launched successfully.
Director, Center for Research Support (CERES) - Major, Colorado Springs, Colorado (1998-
2001)
Managed a research center to develop and test satellite command and control systems.
• Pioneered the Air Force’s first ever on-orbit test range. Championed the concept of using
end-of-life satellites to support ground system testing. Built and maintained a constellation of
five post operational satellites. Something this radical had never been attempted before and
required concurrence from U.S. Strategic Command headquarters. Result: The Air Force was
able to reutilize scarce satellite assets worth over $1.5B.
• Introduced Earned Value Management process. The Center had over a dozen individual
projects underway at any given time. Brought in training and tools; and mentored project
engineers to utilize Earned Value Management techniques. Result: Center executed over $4M
annually worth of projects and produced on-time, on-budget results for our many government
customers.
Space Wing Integration Branch Chief - Major, Colorado Springs, Colorado (1997-1998)
Coordinated the Space Wing’s global ground system resources to optimize system performance.
• Identified a faster and cheaper way to upgrade an obsolete ground station. Put together and
advocated a plan to reutilize equipment from a shutdown facility. The resulting savings was over
$20M and allowed the site to be operational two years earlier. Result: Obsolete ground station
upgraded ahead of schedule and under budget.
Test Director, Multi-Service Launch System - Major, Vandenberg AFB, California (1996 - 1997)
Managed a team of 25 officers and enlisted personnel and participated in missile weapons systems
performance testing.
Royale Convalescent Hospital, Santa Ana, California (1986 - 1992)
