Co-Program Manager and technical lead for four Space and Naval Warfare
Systems Command (SPAWAR) Multiple Award Contracts (MACs): Audio Visual
(AV), Command and Control (C2), Intelligence Surveillance and
Reconnaissance (ISR), and Communications (COMMS). Oversee technical,
financial, management and logistics aspects of these acquisition and supply
chain contracts servicing customers in the continental US (CONUS) and
overseas (OCONUS).

proposal submissions per week with a staff of 20 management,
procurement, project control, contracting and warehousing personnel.

Project Manager, Supply Chain Integration Operation (2004-2010)
Assembled and supervised a matrixed group of analysts that managed the
specification, acquisition, fielding and sustainment (warranty and
servicing) of First Responder, firefighting, medical, and law enforcement
equipment for the US Armed Forces (CONUS and OCONUS) and State and Local
agencies.
. Supply Chain Management (SCM) Expertise: Lead for an IT Solutions team
that developed an Ariba- and Costpoint-based eProcurement portal for
sourcing and purchasing; reduced proposal turnaround time from 2 weeks
to 3 days.
. Recognized Product Manager: Product Manager for AirFlex Air Sampler (an
SAIC product); managed the production, sale and support of M18B2 air
samplers for chemical demilitarization facilities.
. Accomplishment: Managed supply chain contracts with values ranging to
$25M to provide the full cycle of logistics support for Federal, State
and Local customers; sustained 10% annual sales growth generating $100M+
in revenue.
DURATEK INCORPORATED, Columbia, MD ( 2002-2003
Project Manager, Federal Services Research and Technology Group
For the Department of Energy (DoE) River Protection Project, managed the
architectural and mechanical design and construction of a pour station to
test technology to fill High-Level (HLW) and Low-Activity (LAW) Waste
containers with a simulated radioactive waste. For the HLW and LAW melter
designs, served as final quality review for all design submissions to the
prime contractor, Bechtel National, Inc. (BNI), to include CFD, FEA and
manual calculations.
. Project Management: Using Project Management Life Cycle (PMLC)
methodology, developed requirements, selected vendors, managed
construction and testing, and provided progress and financial reports
(using Earned Value) to the prime contractor.
. Team Leadership: Managed staff of 12 individuals, scheduling and
budgeting (approximately $3.0M), and collaborated across multiple
internal and external stakeholder teams to ensure project milestones
were met.
. Accomplishment: Operating on a compressed schedule, project delivered on
time and within budget after two failed attempts prior to my
appointment.
DEUTSCHE BANK, Baltimore, MD ( 1998-2001
Vice President, Project Manager, Private Client Services Technology (2001)
Provided leadership as the Project Manager for development of the portfolio
view, market data and online trading components of the Private Client
Connect web portal. Directly supervised 5 individuals and six (6) vendors
for market data. Created business and functional requirements; managed
software development using SDLC methodology and the PVCS Tracker tool; and,
coordinated QA and UAT testing.
Assistant Vice President, Project Manager and Business Line Technologist,
Global Equity Research and Investment Banking Technology (1998-2001)
Led the implementation of an external customer support center for 24x7
support of a Global Investment Banking (GIB) web portal. Provided staff
management for a team of 3. Implemented project on-schedule and under
budget, receiving a Technology Integration Award and promoted to Vice
President for service. Coordinated a wide range of project life cycle
activities in support of stand-up of the support center including
developing project plans, RFPs and budgets, performing down select of
vendors, negotiating contracts, presenting to senior management, and
coordinating training of call center personnel.
VERIDIAN CORPORATION (Formerly RAIL COMPANY), Edgewood, MD ( 1990-1998
Sr. Systems Analyst, Operations Research Division
Designed and developed discrete event simulation models in GPSS/H to
analyze staffing and logistical needs at 270 Immigration and Naturalization
Service (INS) Ports-of-Entry (land, sea and airports). Provided on-site
demonstrations, software installation, and training at approximately 40
Ports-of-Entry. Performed technical evaluations of avionics systems on F/A-
18 and AH-64 aircraft to develop Technical Assessment/Control Plans
(TACPs); plans were used to determine aircraft configurations for Foreign
Military Sales (FMS) to friendly countries.
AAI CORPORATION, Cockeysville, MD ( 1986-1998
Project/Design Engineer, Ordnance Division, DOD Secret Clearance
Designed, fabricated and tested explosively-formed penetrator (EFP)
warheads in support of the Lawrence Livermore National Laboratory. Used
hydrocode computer programs for warhead designs. Performed lethality and
aerodynamic heating simulations for the X-ROD projectile, a developmental,
guided anti-tank round for the U.S. Army ARDEC, Picatinny Arsenal and
DARPA, Arlington, VA. Supported numerous engineering changes (ECPs),
developed test procedures, performed tests, and managed and supported 6
Field Services teams that performed engineering upgrades to fielded
trailers on the Munitions Handling Trailers (MHT) program for the US Air
Force.
